The purpose of this study was to explore the current situation, effectiveness of the guidance measures and the related educational problems of the new-emigrant children of elementary school in Tainan city. In order to accomplish the above purpose, questionnaire survey and semi-structured interview were adopted in this study. ”The Questionnaire for the Guidance Measures and the Related Problems of the New-Emigrant Children of Elementary School ”and ”The Int e rview Outli nes of the Educational Problems and Guidance Measures of the New-Emigrant Children ” were used as instrument. The subjects of questionnaire survey were 264 educational personnel of elementary school in Tainan City by stratified random sampling. Total number of valid questionnaires was 211 and the valid rate was 80% . The data were analyzed by frequency distribution, percentage, t test and one-way ANOVA. The subjects of semi-structured interview were one new-immigrant women and child, 2 administrators and teachers by purposive sampling. According to the result of the survey and the interview, the following conclusions were listed: 1. Guidance measures for new-immigrant children in Tainan City were not generally carried out. Schoolwork guidance was emphasized. 2. Educational personnel from different background thought that guidance measures for the new-immigrant children were roughly the same. 3. The guidance measures worked well in practice for new-immigrant children in Tainan City. 4. The guidance measures of new-immigrant children were effected greatly by school size and school site. 5. Most educational personnel thought that it was necessary to increase more guidance measures, especially on the management of the new-immigrant families and the language learning of new-immigrant children. 6. The viewpoint of educational personnel of elementary school on the educational problems of new-immigrant children was still influenced by stereotyped impression. 7. The viewpoint of educational personnel of elementary school on the educational problems of new-immigrant children was not influenced by the gender, age, educational background and school site . Experience was the most important influence factor. According to the above conclusions, this study proposed the following suggestions for the educational administration authority, school administration, and teachers as the reference: 1.Suggestions to the educational administration authority: (1) Budget plenty funds to subsidize new immigrant family and school (2) Make great efforts to abolish the stereotyped impression. (3) Strengthen the guidance measures especially on the large-scale school and some areas. 2.Suggestions to the school administration and teachers (1) Implement different guidance measures according to the individual differences. (2) Make great efforts to take good care of each student, and contact different individuals in diverse ways. (3) Improve the teachers’ competence of multicultural education actively.
