國民小學校長行政決定影響因素之研究--台北縣一所國民小學之個案分析

摘 要

本研究旨在探討國民小學校長行政決定的歷程、原則、方法、遭遇困難及影響因素,希冀藉由研究結果的討論,一方面有助於學校管理實務的反思,另一方面亦能引發後續研究者興趣。
本研究是以台北縣一所國民小學-明山國小的校長為研究對象,在過程中主要採用個案研究的方式,此學校位居台北縣外圍的郊區,為使研究兼具深度與廣度,研究方法使用文件分析法、深度訪談法、實地觀察法,以瞭解校長在作行政決定時的歷程、原則、方法與影響因素。根據理論、研究與實務的交互對話,本研究有以下幾點的發現與啟示:
一、校長在作行政決定時,要暢通溝通管道,廣納各方意見並讓相關人員參與,以提昇參與決定的能力-採用參與式的行政決定模式。
二、校長要充實本身能力,瞭解問題所在,並持續的自我進修與反省。
三、校長在作行政決定時,採用權變理論,明瞭各種決定模式假定與適用情境。
四、校長在作行政決定時,開放雙向溝通管道,聽取大家的意見,採用循序漸進及個別累增方法。
五、校長在作行政決定時,行政決定的結果要適宜而非要絕對完美境界,決定人員要具備統觀及洞察能力,決定要降低不確定性及減少冒險性。
六、校長作決定時要兼顧整體與微觀,要重視學校內外情境及各種因素之影響。
七、校長作決定要審慎理性,考慮內外條件,並參考有關指標。
根據上述研究結果,可知本研究所進行的個案研究,能進一步瞭解校長在作決定時的歷程、方法與影響因素,可提高學校行政決定的品質,彌補量化調查的限制。因此,建議後續研究者投入這方研究領域,繼續耕耘,學校行政決定的品質,獲得大家的支持與認同,使校長能更順利的推行校務。

Study on the Embedded Factors of Principal’s Decision Making --A case study of an Elementary School in Taipei County

Abstract

The purposes of this study were to discuss the properties, and related affecting factors, and the process of the decision-making behavior of an elementary school principal. By discussing the results of this study, it is helpful for the self-examination of practical school management and on the other hand it can also attract the following researchers’ attention.
The principal of Mingshan elementary school was selected in the way of case study. Mingshan elementary school was located in the suburb of Taipei county. Document analysis, in-depth interview, and field observation are used for making the research deeper and wider to realize the properties, and related affecting factors, and the process of the decision-making behavior of an elementary school principal.
According to the interaction of the theory, research and practice, the main findings and implicative of this study were as follows:
1.The principal has to make a communication, accept the suggestions and let related people participate, as to promote the ability of decision-making(use the model of participating administrative decision-making).
2.The principal has to improve his ability, realize the question is and continue to improve him and introspection.
3.The principal uses contingencies theory to realize the models of decision-making and suitable situation while she makes decisions.
4.The principal makes two-way communications, listens to others’ opinions and adapts the methods of proceeding in an orderly way and accumulating individually while making decisions.
5.The result of the principal’s decisions must be properly and not absolutely perfect. The decision-makers have to posses the abilities of insight and decide to reduce unsurely and risk.
6.The principal has to devote her attention to the inside and outside conditions of the school for overall and microscopic while she maks decisions.
7.The principal must be rational and careful, refer to related target and consider the influence while making decisions.
According to the above findings, this study shows the properties, and related affecting factors, and the process of the decision-making behavior of an elementary school principal in the way of case study. These can improve the quality of administrative decision and make up the limitations of quantification. Therefore, some recommendations are offered for following researchers to continue this study area. The personnel support and approve the qualities of administrative decision. Those can make the principal develop school administration easily.

Abstract
