為區別保全業之良莠,俾利民眾選擇優良保全公司之參考,並達到去蕪存菁,以健全保全業體質,促進其健全發展及永續經營,進而保障民眾生命財產權益目的。保全業的主管機關內政部決定辦理保全業評鑑,並於95年3月2日在內政部全球資訊網公布評鑑優良保全公司。
由於這是我國首次辦理保全業評鑑,且受限於時間及經費,難免在過程及結果上均有再更臻完美之空間。本研究使用內政部警政署頒訂的保全業評鑑評分表,進行量化的分析,再依結果設計問卷,對保全公司經營階層進行質化訪問,找出影響本次保全評鑑結果的因素,並瞭解受評鑑公司對本次評鑑的看法及建議,提供日後再次實施評鑑之參考。
本研究發現:(一)評鑑中抽測保全人員項目,由於未依原評鑑設計採取隨機抽選受測人員以及受測題目的外洩,影響評鑑的公正性。(二)本次保全評鑑未考量經營型態的差異,均使用同一套標準來評比,有失專業及公平性。(三)評鑑項目著重靜態書面資料,忽略了動態執行面的表現,難以真正評核公司的優劣。(四)評鑑委由從未接觸過保全業務的研究生實地訪評,由於對保全公司的運作並不瞭解,導致其評分能力倍受質疑。(五)評鑑結果缺乏獎勵措施及約束性,令獲選評鑑優良公司失望,也讓拒絕評鑑及評鑑不佳的公司輕視主辦單位的管理決心。
根據研究發現,本研究建議如要再次辦理保全業評鑑,應該要(一)以現場抽測替代指定測驗。(二)依經營型態採取不同標準評鑑。(三)應確認書面資料與實際作為的一致化(四)加強辦理現場評鑑人員講習。(五)將評鑑結果納入選擇保全服務之要件
本文共分五章,主要論述重點如后:
第一章:緒論。旨在敘明研究背景、目的及相關名詞定義
第二章:文獻回顧。說明保全與評鑑之理論與現況,以及保全業評鑑的建構與實施過程。
第三章:研究設計與實施。說明本研究之架構與研究方法。
第四章:分析與說明。分析本次受評鑑公司之得分及訪談公司實際經營者,以得出影響本次保全評鑑結果的因素,及對本次評鑑的看法及建議,提供日後再次實施評鑑之參考
第五章:結論與建議。
In an effort to differentiate private security agents by their qualities and provide benchmarks for selecting security agents for the general publics, consequently foster the healthy and sustainable developments of private security industry, the Ministry of Interior administer a full-scale nationwide assessment and released the results on Ministry of the Interior’s website on March 2nd, 2006.

Given the fact that this is the very first assessment on private security industry in Taiwan and the constraints on time and resources, it is inevitable to find room for further improvement in the process and the results. This quantitative study was conducted based on the assessment criteria for private security industry published by the National Police Agency. A survey for qualitative study targeted at the management of security companies was designed based on the results. Such methods were designed to find out the key factors that affects the results of the assessment, obtain comments and suggestions from the interviewees for reference of future assessments.

Findings of the study include: (1) the flaw of the assessment on security personnel was skewed due to the inability to random sampling and the leak of assessment questions. (2) The application of universal criteria without taking into consideration of the differentiation in business models presented a lack of professionalism and fairness. (3) The assessment was administered mainly on written documents and overlooked the actual practices in action hindered the ability to evaluate the true capacity of the companies assessed. (4) The assessment was conducted by graduate students who have never had real experiences in the practice subsequently raised issues of the researchers’ capabilities of such assessment. (5) Lack of incentives and legal enforcement lead to disappointment of companies who did well in the assessment and strengthened negligence from those companies who refused and did poorly in the assessment.

Based on the research finding, the followings are recommended for future security industry assessment: (1) On-site random drawing to replace appointed tests. (2) Different criteria should be applied to different business model. (3) Written documentation and actions in practice should both be taken into consideration. (4) More hands-on training for researchers conducting on site assessment. (5) Results of the assessment should be included when selecting security agencies.

The thesis is composed of 5 chapters, including:
Chapter One: Introduction. This chapter explains the research’s background, the objectives of study and relevant definitions used in the study.
Chapter Two: Literature Reviews. This chapter introduces the theories and practices of private security and its assessment. The structure and procedures in application of assessment would be the major focus.
Chapter Three: Research Design. This chapter introduces this study’s research design and methods.
Chapter Four: Analysis. By analyzing the scores of assessment and the interviews with companies’ executive management, this chapter inducts several factors which will impact the results. These opinions and suggestions provide good reference to the next assessment.
