There are various reasons which would cause students drop-out from schools. Generally, those drop-outs would be referraled to other related organizations for counseling according to individual cases, which is what exactly Public Services network for school dropouts (Psnsd). In this thesis, content analysis is mainly used as the research method based on two hundred and fifty-three case studies, which contain one thousand two hundred and fifty-five documents recording during 2001 to 2004 by Taipei Youth Service Center, and assists with interviewing social workers and youths of the center. The objectives of this thesis are as follows: 1. Within Taipei Youth Service Center, except for family elements, analyzing what are the other factors would cause students drop out or re-drop out from schools. 2. Within Taipei Youth Service Center, observing the current situation of how those dropouts do with the service and assistance provided by the center and seeing if the operation of returnees and guidance network meets the demands of those dropouts. 3. Within Taipei Youth Service Center, understanding the perspectives of how the Psnsd targets operated by interviewing social workers and dropouts.
After analyzing, it is found that in Taipei Youth Service Center, most drop-outs are resulted from multiple factors, particularly mixing elements of individual, family, and school; while the sole factor is highly caused by family. As for school and individual factors, “no interest in study” and “no sense of accomplishment” are the main reasons respectively. Among the above cases, “psychological support” is the most common way to deal with and is largely resulted in the outcome of returnees stably. The ratio of re-dropouts is thirty-two percent and the proportion of female is slightly high compared to male. However, there are no obvious differences of the way and the outcome between dealing with dropouts and re-dropouts. The social workers here would not consider returnees as the only objective but respect the choices of the dropouts with reminding them of the importance of the junior-high educational background.
In conclusion, there are four suggestions would be provided in the thesis. First of all, as for those dropouts who caused by other factors rather than family ones. It is recommended to establish a mode of special regimentation treatment with the function of integration, tracing, and counseling. Secondly, about the assistant of re-dropouts. The definition of re-dropouts needs to be checked and the case records need to be revised. Furthermore, it is proposed to establish individual treatment mode for re-dropouts. Thirdly, the ways of helping dropouts go back to school. It is advised that respecting students’ career developments by their individual attributes and Variety of curriculum. Besides, schools should carry out Voluntary Individual Guidance System or recruit volunteers helping dropouts and re-dropouts go back to school. Fourthly, about the Psnsd It is suggested that the present reporting procedure should be improved, the revision of dropout definition should be redacted, the connecting conferences among bureaus should be convened, and the general rules of case administration should be set up.
