臺灣地區垃圾處理在民國73年以前，大多為任意棄置，不符合衛生條件，為有效處理垃圾，政府訂定「都市垃圾處理方案」以掩埋為主，協助地方興設符合衛生條件的垃圾掩埋場，以妥善處理垃圾。嗣後因民眾對環境品質要求日益提昇，致用地取得日趨困難，再加上焚化技術愈見成熟，中央政府於民國80年訂定「垃圾處理方案」，以「焚化為主、掩埋為輔」為垃圾處理之主軸，由政府興建21座大型垃圾焚化廠。後因焚化廠興建經費龐大，為避免影響政府財政調度，於民國85年以民有民營方式，期結合民間資金及技術，加速興建垃圾焚化廠，以達成垃圾焚化處理目標。
因應國際上部分先進國家紛紛提出「零廢棄」之觀念，及我國垃圾處理自民國73年開始實施「都市垃圾處理方案」以來，迄今已逾二十年，有必要參考國外垃圾處理的思維及立法院永續發展促進會之建議，對於垃圾焚化政策亦應隨著檢討，同時環保團體亦質疑民間廠商興建垃圾焚化廠完成後，政府需支付給廠商更多經費之合理性，及10餘年來執行垃圾焚化廠政策的執行成效。
經本研究整理分析，公有廠處理每公噸垃圾的平均成本（含興建成本及操作成本），以公有公營廠較高，公有民營廠及民有民營廠則相差不大。就各廠不同裝置處理容量加以比較，BOO/ BOT廠興建成本並未較公有廠高，因此對於環保團體質疑BOO/ BOT廠興建費用較高，經本研究實際估算各廠成本後發現BOO/ BOT廠並無較高的情形，環保團體之所以有此疑慮，係因未了解BOO/ BOT廠估算其20年攤還總額時，需加計利息成本及廠商經營風險，致使估算總額看似較政府一次編列經費執行較高。

In the past, most garbage were dumped illegally in Taiwan, without conformed to the sanitary standard and not handled in environmentally sound management manner. Now local areas construct landfill sites, which are conformed to the sanitary standard to effectively and properly treat the garbage. Incineration technology employed in nowadays is mature in order to meet the requirement of high environmental quality demand. There were 21 garbage incineration plants constructed to treat the garbage. Private owned and operated by private businesses saves the budget and facilitates the speed-up of the incineration plant construction.
By referring to the concept of “Zero Waste” issued by some other developed countries, the garbage incineration policy in Taiwan is also reviewed. Compared at different treatment capacity, Build-Own-Operate (BOO) or Build-Operation-and-Transfer (BOT) does not incur higher construction cost than public owned plants. Calculation of the BOO/BOT plants’ costs shows their costs are not particularly higher than other plants. Some environmental protection groups claim the BOO/BOT plants cost much higher in construction, but without realizing that the calculation of 20 years total payback balance must include the interest payment and operation risk. Omitting of these factors will make the calculation looks higher than the total budget for incineration plant construction.
