本研究以台北縣基層戶政人員為研究對象,希望對人員工作行為及態度的內容與程度有更深入的瞭解。擬針對工作疏離感,加以探討台北縣基層戶政人員的工作疏離感程度以及工作疏離感來源為何?研究方法採文獻分析、問卷調查及參與觀察法。採「量化的研究途徑」進行,問卷內容包括「工作疏離源量表」、「人格特質量表」、「工作疏離感量表」、「離職傾向量表」及「個人基本資料」。所使用之資料處理技術包括:因素分析、描述性統計、皮爾森積差相關、卡方檢定、淨相關、獨立樣本T 檢定及多元迴歸分析等統計方法。
本研究個案以工作疏離模式為架構,總體樣本結構在性別部份女性占72.8%,男性占27.2%,經問卷調查結果確立基層戶政人員工作疏離感屬實體環境層面,其工作疏離源依序為工作負荷、組織結構之集權化、組織承諾、薪資報酬、工作特性之自主性和變化性及角色衝突和角色模糊。並依據研究發現,建議:一、創造一個能夠激勵組織成員達成組織期望或預定目標的環境;二、培養工作人員應有容忍不確定性或是解決衝突的能力;三、增加委任人員之自尊;四、暢通升遷管道降低離職率;五、改善工作環璄及適當的工作設計;六、不應再漠視組織成員對公平正義的追求;七、提高工作人員的組織承諾。
This study aims to explore in-depth the content and depth of elementary-level bureaucrats’ working behaviors and attitudes with a case study on Taipei County’s Bureau of Household Administration workers. The study attempts to examine the level of work alienation among Taipei County’s elementary-level civil servants and their sources of work alienation perception. The research methods encompass literature review, questionnaire polling, and participated observation method, taking to a “Quantifiable study mode”, and the content of the questionnaire encompasses a “ Quantifiable source of work alienation table”, “Personality attributes table”, “Quantifiable work alienation perception table”, “Quantifiable resignation tendency table”, and “Basic individual data”. The data processing techniques adopted include the statistical methods of elemental analysis, descriptive statistics, Pierson correlation coefficient, Chi square assessment, net correlations, independent sample t assessment, and MANOVA analysis.
The case study is built upon the framework of a work-alienation mode, and the overall sample structure in gender has women account for 72.8%, and men 27.2%, and findings derived from the questionnaire survey ascertained that elementary-level bureaucrats’ work alienation perception was indeed related to tangible environmental aspects, in which the sources of work alienation was sequentially rated as workload, centralized organization structure, organizational commitment, remunerations, voluntary and versatility of working characteristics, role conflict and role fuzziness. A few recommendations have been concluded deriving from the study findings: one, it is prudent to create an environment that would poise to motivate the organization members to achieve the organizational anticipations and expectant goals; two, it is crucial to culminate the workers’ capability to tolerate uncertainty and/or resolve conflict; three, it is prudent to improve the self-esteem of the contract workers; four, It is essentially to provide an unhindered means of promotion to reduce the resignation ratio; five, it is crucial to improve the working environment and fitting work design; six, it is prudent not to ignore the organization members’ pursuit of fairness and justice; seven, it is prudent to improve the workers’ organizational commitment.
