在組織變革過程中,組織常會面臨到因人員的認知程度不同與心態轉變狀況,進而造成對組織變革後的效能與人力的發揮有著重大影響,且員工在面對組織變革時常有著離職的考量,此時是否會考量轉換成本的因素,因而在相關的成本評量下而採取行動?在組織變革中須將人員的心理因素視為重要考量的要素,且為了組織變革的效益能夠提昇,除了解其中人員的變數加以重視外,須進而採取適當措施。因此探討針對非營利組織中組織承諾對組織公民行為的關係研究及組織變革中其認知與轉換成本在組織承諾對組織公民行為的關係之影響。探討國軍在實施「組織變革」過程中,員工在組織承諾對組織公民行為之影響是否受到組織變革認知與轉換成本的影響,藉以了解人員之心理層面狀況,從而改善反彈阻力,落實變革政策之進行,並可提升單位工作績效及任務目標之達成。
本研究對國防部軍令體系幕僚機構員工實施問卷調查方式,配合軍事機關特性並採過去學者所研究發展之問卷,研究工具有組織承諾量表、組織公民行為量表、組織變革認知量表及轉換成本量表。採分層抽樣方式問卷發放對象為國防部軍令系統幕僚機構員工,依據國防組織軍種人員編制比例採以陸:海:空軍2:1:1,共計發放300份,回收215份,無效13份,有效問卷202份,有效回收率67.3%,回收問卷資料的資料處理分析,包含信度分析、效度分析、敘述性統計分析、階層迴歸分析處理。研究經實證分析歸納結論得到組織承諾對組織公民行為有正向顯著影響部分,獲得部分支持,其中以情感性承諾與持續性承諾對組織公民行為有著正向顯著影響;在組織變革認知在組織承諾對組織公民行為的關係中,以規範性承諾對其關係有著強化效果;另在轉換成本在組織承諾對組織公民行為的關係中,在情感性承諾對其關係有著弱化效果,而規範性承諾對其關係則有著強化效果。根據研究結果,對管理策略上提出以下的建議:確保員工權益及工作保障,並擬訂完備之配套措施、充分與員工溝通並增強員工正面的變革認知,降低不確定的負面影響、掌握員工屬性動向及專長能力,提升員工對變革目標達成認同與投入、組織推動變革過程中應同時鼓勵員工參與進修,培養多元能力、實施差異化管理策略,並妥善規劃變革溝通宣導內容。
Transforms in the process in the organization, the organization regular meeting faced with to because personnel's cognition degree differently with the point of view transformation condition, then creates to the organization transforms after the potency and the manpower display has the significant influence, also the staff in faces the consideration which the organization transforms often has leaves job, whether this time can consider the transformation cost the factor, thus comments under the quantity in the related cost to take the action? The organization transforms must regard as personnel's psychological factor the important consideration the essential factor, also in order to organize the benefit which transforms to be able be the promotion, besides understood personnel's variable performs to take, must then take the suitable measure. Therefore discusses in view of must seeks to make a profit in the organization to organize to pledge to organizes the citizen behavior the relations to study and organizes to transform its cognition and the transformation cost in the organization pledged to organizes the citizen behavior influence the relations.
Discusses the national troops in to implement "the organization to transform" in the process, the staff in the organization pledged to organizes the citizen behavior to affect whether receives the organization to transform the cognition and the transformation cost influence ; so as to understands psychology of stratification plane condition the personnel,, thus the improvement resilience anti- force, made transformation policy on process, and may promote agreement of the unit work achievements and the duty goal.
This research is implemented to the Department of Defense armed force the system curtain □organization staff the questionnaire survey way, the coordination military organ characteristic and picks the scholar to study the development to ask the volume, studies the tool organized pledge meter, the organization citizen behavior meter, the organization transforms the cognition meter and the transformation cost meter. Picks the stratified sampling way to ask the volume provides the object to make the system staff organization staff for the Department of Defense armed force, picks based on the national security organization branch of armed services personnel organization proportion by the land: Sea: The air force 2:1:1, total provides 300, recycles 215, invalid 13, effectively ask volume 202, effective returns-ratio 67.3%. The recycling asked the volume material the data processing analysis, contains a letter analysis, an effect analysis, the narration statistical analysis, social stratum regression analysis processing. The research obtains the organization after the real diagnosis analysis induction conclusion to pledge to organizes the citizen behavior to have to is revealing the influence part, obtains the partial supports, by the emotion pledge and the endurance pledged to organizes the citizen behavior to have to is revealing the influence. Transforms the cognition in the organization in the organization to pledge to organizes the citizen behavior in the relations, has the strengthened effect by the standard pledge to its relations. In the transformation cost in the organization pledged in addition to organizes the citizen behavior in the relations, has the attenuated effect in the emotion pledge to its relations, but the standard pledge has the strengthened effect to its relations. Below according to the findings, puts forward the proposal to the management strategy in: Guarantees the staff power and the job security, and drafts the complete necessary measure, is full and the staff links up and strengthens the staff positive transformation cognition ,reduce undetermination negative influence, grasps the staff attribute trend and the special ability, promotes the staff to transform the goal to achieve the approval and the investment, the organization impels in the transformation process to be supposed simultaneously the staff join in the further education, raises multi-dimensional ability, the implementation difference of manage strategy, and plans the transformation communication guidance content properly.
