隨著醫療發展與已開發國家的高齡化現象浮現,健康醫療照護需求漸漸提升,台灣的醫療器材廠商也在國際上嶄露頭角。為了滿足醫療檢測行為的簡化與便利性,醫療器材廠商需不斷將產品推陳出新,以獲取利潤並維持競爭優勢,伴隨而來的是技術上的突破與管理思維的演進。組織創新相關研究議題廣泛,加上產業特性的不同,組織創新強調的活動差異性很大,因此國內外鮮少統一衡量組織創新的量表,本研究目的即以台灣醫療器材產業為標的,建構適用於此產業的組織創新量表。
本研究的醫療器材產業組織創新量表由蔡啟通(1996)所建構的組織創新量表修改而成,針對目前台灣GMP醫療器材廠商之管理者或資深員工進行問卷調查之實證研究。組織創新問卷包含管理創新(19題)與技術創新(10題)兩個分量表,並進一步探討影響組織創新的因素。研究結果發現,影響醫療器材廠商組織創新的因素包含技術策略、內部研發能量、組織團隊特性與組織結構特性。而不同公司屬性之創新影響因素亦有所差異,小規模公司較不會以跨功能整合之專案團隊進行創新活動;公司齡較大的公司重視組織內部與團隊的管理、應變、整合與協調,公司齡較小的企業則著重於前端技術的發展與佈局;生產醫療電子類產品的企業相對較重視技術研發,而生產非醫療電子類之企業的創新性表現於生產與行政管理的綜效;技術策略與組織團隊特性是影響外銷公司組織創新的主要因素,而以內銷為主的公司多為規模較小的企業,分析結果與小規模企業相似。
本研究發現不同發展階段的生技公司著重的創新型態也有所差異,分析結果賦予台灣醫療器材產業公司創新策略發展所需的思維。
With the fast technology developments of medical diagnostics and lengthened life expectancy of the general population in developed countries, the demands of products in medical diagnostics and treatments were growing accordingly. The medical device companies in Taiwan have exported products to the world upon this rising trend. To meet the demands of an easier and more convenient way in medical treatments and diagnostics, continuous improvements and innovations were required to ensure profitability and advantageous competition. Therefore, both technological breakthroughs and management innovations were evolved and adopted for this sector of biotech industry. The issues in organizational innovations were varied due to industrial characteristics and diverse activities in this sub-industry. It is few if any found in the literatures for academic unified measurement of organizational innovations in medical device industry. This research aims to construct such measurement and to empirically verify the association between factors and levels of organizational innovations in Taiwan.

The measurement of organizational innovation constructed in this study was modified from literatures documented previously. The questionnaires were administered to chief managers or senior employees of GMP medical device companies in Taiwan. Two dimensions of organizational innovation were found as management innovation (19 items) and technology innovation (10 items). Furthermore, the factors associated with organizational innovation were evidenced as technological strategy, internal R&D capacity, atmospheres of organizational team, and characteristics of organizational structure. The associated factors were found varied under different types of company. It is impossible for small scale companies to form inter-departmental functional team to execute a project. A technological strategy was shown critical for such small scale company. Companies with relatively elevated longevity were more likely to emphasize team works in operations management, crisis management, and integration or coordination. Younger companies focused on the development of frontier technology and deployment of technology resources. Companies with electronic related products relied heavily on advanced technology and strategic deployment; however those with non-electronic products emphasized on production and administration. Market orientations were major concerns of innovation type. Companies exported products placed technologic strategy and atmospheres of organizational team as first priority items. Small scale companies were almost selling their products to domestic market.
The study has found that different development stage of biotech companies concerned unlike types of innovation. The findings shown in this analysis give inklings in strategic management of innovation particularly needed by such medical device companies in Taiwan.
