本研究旨在探討2005-2007年度新竹縣28所公立國中之辦學績效、跨期生產力變動趨勢及環境變數對辦學績效之影響。本研究採用確定區域模式分析辦學績效;以交叉效率模式評量出最佳辦學績效的公立國中;採對比模式比較大型與小型國中的績效;使用麥氏指數分析各校辦學生產力變動趨勢;最後以迴歸分析環境變數對整體辦學績效之影響。
研究發現:(1)平均整體辦學績效尚可,平均純技術效率為0.878;平均教育產能績效良好,平均產能效率為0.966; 平均教學績效良好,平均教學效率為0.962;(2)最佳辦學績效學校、最佳教育產能績效學校與最佳教學績效皆為小型國中;(3)小型國中比大型國中有整體績效、教育產能績效及教學績效;(4)僅有一所學校3年均處最適生產規模報酬,11所學校三年均處規模報酬遞增;3所學校三年均處生產規模報酬遞減;(5)高整體辦學績效國中會有高教育產能績效;高整體辦學績效國中會有高教學績效;但是有高教育產能績效國中未必會有高教學績效。(6) 28所新竹縣公立國中平均總因素生產力有19所均有成長趨勢;與(7)學區人口數、學校所屬地理區域及學校具碩士學歷老師人數對整體辦學績效無影響。
The purpose of this study is to assess the overall performance、the productivity change during 2005 to 2007 and the effects of the environmental factors on the overall performance of 28 public junior high schools in Hsin Chu County. Assurance region data envelopment analysis is used to assess overall performance; cross efficiency measure is employed to identify the best practice; bilateral model is utilized to compare the performance of the large-scale public junior high schools with the small-scale ones; Malmquist Index is applied to explore productivity changes over a three-year period; and finally regression analysis is adopted to examine the effects of the environmental factors on education performance.
Results of this study show that:(1) the sampled schools performed at median high level of overall performance and those schools performed at a high level of educational capacity and teaching performances; (2) small-scale size schools are the best practices in terms of overall performance、educational capacity performance、and teaching performance; (3) we obtained evidences to support that the small-scale size schools performed better than the large-scale size schools; (4) over 2005-2007、only 1 school experienced constant returns to scale、11 schools experienced increasing returns to scale、3 schools experienced decreasing returns to scale; (5); the schools have a high level of overall performance also have a high level of educational capacity performance while the schools having a high level of educational capacity may not have a high level of teaching performance; (6) in average、19 out of 28 schools had positive productivity changes; and (7) the population of school district、the geographical area and the number of teachers who possessed a master's degree didn't have the strong influence on education performance.
