臺灣本島土地面積隨著都市發展的不斷擴展，逐年累月進行開發的結果，可開發面積已逐年在縮小，自古明訓有言「有田斯有富」的觀念以及投資理財風氣盛行助長之下，土地增值快速飆漲，而新開發區土地興闢之取得以及開發之過程，則是未來土地發展的起步與階梯。
政府依據都市計畫法相關規定進行市地重劃及區段徵收開發方式，以取得公共事業用地，是現階段推展重大經建計畫取得土地之重要手段之ㄧ，辦理過程分為一般行政、重劃工程(規劃設計、施工、驗收接管)及土地分配等三大業務，緣於各縣市政府及工程顧問公司對於市地重劃與區段徵收開發工程施工作業內容尚未明確，時有規劃設計與施工不當，致延遲完成時程之情形發生，因此有必要將重劃工程施工品質，作一有系統的整理及探討，以便整理出有關施工作業時需注意事項，以減少施工完竣後之更改以及日後維護成本支出。

本研究方法採用內政部93年~96年辦理該部重劃工程施工查核統計分析、辦理訪談及問卷調查統計分析(針對內政部、各縣市政府及土木技師等)，藉此量化完成「市地重劃及區段徵收工程」開發施工品質作業檢查表，以提供辦理機關及公司辦理市地重劃及區段徵收施工作業之參酌依循，並避免開發施工作業之爭議及作業資源與成本浪費，造成施工作業期程延宕與影響土地所有權人權益。

Land development in the Island of Taiwan has already been expanded with urban development for years that caused the undeveloped area shrunk year by year. With the effect of old Chinese proverb "Land is the real property" and investment as well as financial management effects the land value explodes up. The creation and obtaining process of new land development will be the starting point and guiding up for future in this field.

The government bases on the related regulations and Act of City Planning to proceed the urban land consolidation and zone expropriation to obtain the land for public facility use. Which is also the important way to gain the land for promoting the current important econmic construction plan. The operating procedure can be divided into general affairs, consolidation construction (including plan & design, construction, examination and take over) and land distribution. Since current county government and engineering consultants are seldom defined the construction operating content thus inappropriate planning, designs or construction projects may cause the delay of project completion. Under these circumstance it is necessary to do research and integrated the consolidatedconstruction quality systematically for listing all necessary notices to reduce the change after construction and the cost of maintenance.

This research adopted the statistics of land consolidation construction operating inspection from the years 2004--2007 by Ministry of Interior to do the analysis, interview and questionnaire investigation (focus on MOI, county government and licenced civil engineers) in order to quantify the investigation list of "city land consolidation and zone expropriation" for construction quality improvement. Which is also provided the reference guidline for authorities and private companies during the city land consolidation and zone expropriation operation. It can prevent the construction dispute and wasting the costs and operation resources. Which is the cause of the delay of construction-operation period and thus affect the benefits of land owners.
