六０年代是美國國力鼎盛之時代，在二次世界大戰之後十餘年，美國確立經濟上、科技上與軍事上的強國地位。1958年探險家一號衛星的發射，更把美國的自傲與自負推向頂峰。六０年代以甘迺迪總統（John F. Kennedy, 1917-63）的就職揭開序幕，隨著總統在演講台上侃侃而談，誓言要「不計代價，不怕負擔，也不畏艱難的防衛自由」。美國日後即將捲入越戰幾可從此談話略見端倪。這場美國史上最長的戰爭跨越甘迺迪、詹森（Lyndon B. Johnson, 1908-73）及尼克森（Richard M. Nixon, 1913-94）三位總統的任期。林登．詹森於1963年底承繼遇刺猝逝的甘迺迪之職位，這位出生德州農村家庭，畢業於德州西南師院，從議員助理一歩歩累積政治實力登上總統大位的老練政治家，任內帶領美國有計畫地升高越戰層級，亦即「越戰美國化」，也因此有人形容越戰是「詹森的戰爭」。不論內政或軍事上詹森都亟欲建立一番受人民擁戴的功業，他於1964年首度獲得連任後宣布「大社會」內政立法，內容涉及教育、濟貧、民權等可謂包羅萬象，詹森希望能將甘迺迪生前未能處理的民權、種族、社會福利、教育等問題透過此內政立法畢其功於一役。

1965年詹森利用東京灣決議案賦予他的權力提升越戰規模後，駐越美軍人數不斷上升。由於戰局陷入膠著，導致國會出現反戰聲浪。美軍擬採以戰迫和的戰略，採「搜索與毀滅」和轟炸戰術並行打擊共軍，但北越並未屈服。魏摩蘭等軍事決策者不得不升級轟炸規模並積極進攻，以求突破僵局。1968年亦是總統大選年，對詹森與民主黨可說極為重要，越戰的成敗更是牽動詹森是否連任成功的核心因素。詹森為紓緩來自國會的反戰力量、減輕戰費負擔並確保總統大選的勝算，透過其幕僚團隊散播戰局樂觀的訊息。南越擺脫吳廷琰政權被推翻後的混亂政局，在阮文紹／阮高祺政府領導下漸趨穩定，並在1967年舉辦總統選舉。北越則進行是否要對南越展開一次大規模攻勢，以誘發全民起義摧毀南越政府，提早獲得戰爭勝利的討論。

1968年初，越戰期間最具規模且影響最劇烈的春節攻勢展開。越南農曆春節（Tet）期間雙方照往年慣例協議停火，北越由國防部長武元甲上將指揮動員八萬四千人，在除夕夜開始對南越，對南越四十四個省會與五個大城市、六十四個縣政府發動突襲。包括西貢、順化、溪山等地都爆發激烈戰鬥，有些地區戰火甚至持續數月之久。春節攻勢的結果是明顯的，北越人民軍與協同作戰的越共部隊無法達成任何軍事目的，在美國南越聯軍的火力下蒙受重創，但這次戰役給予美國各界在心理上無以倫比的打擊。從第一時間目擊戰爭的媒體開始，戰爭的殺戮與破壞透過電視新聞直接傳送到萬里之外美國人民的家裡，公眾開始質疑詹森之前宣稱戰局樂觀的消息是否為真。國會、反戰人士和詹森的競選對手也針對他長期以來的越戰政策多所批判。南越民選的阮文紹政府雖挺過春節攻勢的打擊，但南越國軍此後退入都市地區消極防守，置鄉村地區於不顧，阮文紹與阮高祺間明爭暗鬥亦趨於激烈化，軍、政效率的低落都造成國家無法處理應屬優先的重建問題與難民問題。混亂的戰局發展，使駐越美軍和華府高層對後續增派援軍事宜無法達成共識。白宮之外則被媒體與國會的不滿所籠罩，長久以來詹森低調進行越戰，保障大社會內政立法順利推動，對戰爭實情避重就輕，此時遂嘗苦果。

混亂而毫無建樹的二月過後，春節攻勢在南越各地的戰鬥也漸告一段落。然而詹森與他的幕僚團隊對於如何才能贏得越戰仍是一籌莫展，全美各地反越戰、反詹森的風潮不斷湧現。他發現自己的政治魅力不若以往，政治誠信也因為先前過度樂觀宣傳的作為而瀕臨破產。陷入進退維谷窘境的詹森求助克立佛、「賢人會議」等親信幕僚，不料這些當初與他並肩齊步共同擘劃越戰決策的人，此時或因媒體報導影響，或對未來戰局勝算不抱樂觀，紛紛轉變立場主張美軍應逐步脫離越戰，求取和平。隨著大社會內政立法也因預算不足被迫停擺，心力交瘁的詹森無法實現當初上任時的雄圖大略，1968年三月三十一日他選在名為「榮譽與和平」的全國演說場合，宣布不接受提名參選1968年總統大選。一般而言，民主國家元首任滿之際，極少有不尋求連任者，這不僅是確保自己政策的延續性與一致性，也象徵著對人民的期許表示負責。以詹森豐富的從政資歷和老練的政治手腕，卻在春節攻勢戰火未息之前就宣布棄選，可見北越的這次突襲在政治與社會層面的衝擊猶勝於純軍事上的勝敗。1968年一月三十一日到三月三十一日的這段時間，這場戰役如何改變美國、南越與北越的命運，一度對國家的未來勾勒出遠景的詹森，他的政治生涯又如何因此黯然告終，是本論文的主題。
