The main purpose of this paper is trying to find out how firms leverage inter-organizational relationships (IORs) to obtain external resources as well as co-evolve with others. We found out the key points are the dynamic efficiency and flexible adaptation of IORs governance capabilities. This research proposes the nature of capability creation is exploration and exploitation dual learning paradigm which also consistent with the concept of IORs governance capabilities. An integrated analysis of these dynamic co-evolution processes at both firm and IORs levels of analysis shows how their interaction makes firms and IORs co-evolve over time. To continue to an enhanced understanding of the concept of co-evolution, a dynamic and integrative framework crossing meso and micro level of analysis is constructed. This study also applied Grounded Theory quantitative research method to reveal the analysis results from multiple cases studies in selected industry. This framework is applied to a longitudinal study of the Taiwanese fastener industry with a time-span of 40 years. This paper argues that firm exploitation and exploration capability, along with IORs dual governance, drive organizational change and shape IORs governance structure simultaneously. Consistent with the emerging co-evolution framework, environmental pressures as well as managerial intentions are found to influence a dynamic pattern in the co-evolution process. In this paper, we build on a detailed study and the theories of co-evolution in inter-organizational relationship and firm capabilities to develop a model of strategy. Our primary focus is on the “capabilities creation” of Taiwanese OEM suppliers in order to maintain the global sustainable competitive advantage. The capability creation process is the outcome of inter-organizational coevolution between Taiwanese OEM suppliers and overseas customers.
