本論文研究目的在於準確的預測小時風速的變化，並藉由風速推估得知風力發電機組小時發電量，使能評估其經濟效益與發電成本，也可以作為電力系統
發電機組調度以及風力發電廠建置效益評估之參考。
本文提出一種倒傳遞類神經網路模型，透過地區氣象資料與風力機組運轉歷史資料，預測各地區風力機組之風速及發電量。首先將收集之氣象資料與風力機組運轉歷史資料經過篩選並應用類神經網路模型進行資料遞補，再者考量氣溫、溼度及地區風速作為風力機組風速預測的輸入資料集，以及以風力機組風速資料為風力機組發電量預測的輸入資料集，建立其網路架構與訓練方法以便將類神經網路模型應用於風速及發電量的預測。此外利用ASP.NET 2.0語言撰寫開發Web人機介面，藉由網路瀏覽器即可進行預測功能與歷史資料查詢。最後使用澎湖中屯、桃園大潭地區之實際氣象資料與風力機組運轉資料進行實例模擬與分析，以驗證本文所提之類神經網路預測模型及方法之準確性與實用性。

The goal of this thesis is first precisely to forecast region wind speed and then to predict generation output of wind farm such that their economic effect and generation cost can be evaluated. Furthermore, their results can be the guidance of power generation dispatch and wind farm establishment assessment.
This thesis proposes a back-propagation artificial neural network model to forecast wind speed and generation output based on both weather and wind power operation historical data. The first step of proposed method is to process the weather and wind power operation historical data to correct the insufficient data by executing the artificial neural network. The next step of proposed method is to select temperature, humidity, and region wind speed as training input data of wind power generation and to select wind farm speed as training input data of wind power generation. Besides, the features selection of training rate, hidden layer number, processing element number and convergent number are evaluated to establish forecasting models for both wind speed and power generation. Moreover, human machine interfaces coded by ASP.NET 2.0 are developed with web based model in order to support the friendly forecasting and inquiring functions for administrator and user. Finally, real historical data of weather and wind farm operation covered in areas of Penghu Chongtwun and Tauyuan Datan are selected for computer simulation to demonstrate accuracy and practicality of the proposed method.
