由於近期國內不同政黨、不同政治理念對抗,群眾活動頻繁,在保障人民依憲法集會、遊行權利,並要考慮國家安全、社會公義、社會秩序、公共利益之下,保安警察如何機先疏處,以「依法行政」、「行政中立」之立場,不分黨派、身分、背景,嚴正執法,弭平衝突於無形,無疑是保安警察處理群眾活動之重點所在。
本研究主要探討保安警察第X大隊處理群眾活動,對衝突情境「三案件」等議題出發,以民意代表或政黨等人士介入抗爭衝突對保安警察危機管理的應變之影響與保安警察面對抗爭衝突,有關衝突情境、溝通協調、危機管理的事前、事中及事後準備與處置等問題為核心,訪問協勤高雄(院轄)市之保安警察第X大隊員警處理群眾活動面對衝突情境等議題時,保安警察對衝突之處置,在事前準備、事中處置、事後處理等危機管理應變作為之探討,歸納與分析討論並作成結論與建議,供作今後處理類似群眾活動抗爭衝突事件之危機管理應變之參考。
本研究以肯德爾和諧系數(the.Kendall coefficient of concordance)。分析三個案件間(案例一指汞污泥運回台塑高雄仁武廠民眾圍廠抗爭事件;案例二指中油高雄廠半年內第三次大爆炸;後勁人圍廠抗爭事件;案例三指九一八群眾滋擾衝突過程的應變處置),對五個問題之排名是否有顯著,提出調查結果,加以說明,再以年齡別、年資及職級別對危機三個構面的看法,說明保安警察X大隊對群眾活動的危機管理應變力,並藉由F檢定分析,探討人口變數:年齡(5級)、年資(5級)及職級(5級),各在事前準備、事中處理及事後處理,三個構面看法是否相同?由研究結果得知,在「三案件」1案、2案、3案對五個題目之間有顯著相關,在人口變數年齡(5級)、年資(五級)及職級(5級)對構面的看法,有無差異。

Learnt by the result of study, 1 case, 2 case, 3 case is it show to five topic relevant to have in ' three case ', at the age of the parameters of people (5 grades) , the age and service seniority (five grades) And duty grade (5 grades) Whether to constructing the Taxi view, there are differences.
