我國模具產業在整體工業化發展過程中一直扮演著極重要關鍵的角色,目前我國模具相關廠商數已高達3,800餘家,從業人員共計48,000多人,為我國金屬製品業中最大規模的行業,區域分布以台北縣為主,即佔了五分之二。行業主要特色包括:以中小企業居多、訂單式生產、加工設備投資大且稼動率差、屬技術密集產業等。

目前我國模具相關廠商數已高達3,800餘家,從業人員共計48,000多人,為我國金屬製品業中最大規模的行業,區域分布以台北縣為主,即佔了五分之二。行業主要特色包括:以中小企業居多、訂單式生產、加工設備投資大且稼動率差、屬技術密集產業等。隨全球景氣下滑,不僅台灣模具產值受到影響,日本、美國、德國等國家也面臨內需市場萎縮、成本上漲、價格滑落的困境,並且發生製造基地外移到中國大陸或鄰近開發中國家之現象,導致產業空洞化、失業率攀升、經濟成長停滯之危機。

隨全球景氣下滑,不僅台灣模具產值受到影響,日本、美國、德國等國家也面臨內需市場萎縮、成本上漲、價格滑落的困境,並且發生製造基地外移到中國大陸或鄰近開發中國家之現象,導致產業空洞化、失業率攀升、經濟成長停滯之危機。

由於模具的技術與品質,將影響各類最終產品的開發,各國政府無不提出因應對策與措施,以協助關鍵技術開發與設計人員的培育,並加速關鍵零組件國產化,及採取引導和促進外商投資、技術創新體制建構、設計與製造能力的提昇、模具增值稅返還措施等政策,協助模具企業提昇競爭實力。

由廠商轉型的案例中,可歸納出以下三種類型:1.專精本業的產品轉型策略;2.擴長目標市場的市場轉型策略;3.法平/垂直整合策略。當廠商在調整產業結構時,可從整合上游模具設計或下游成品生產、組立,或以ODM方式與國際大廠合作,一旦模具廠商能串聯越多技術和知識,便能擁有核心的Know How,建立更高的進入障礙及附加價值。然而,在轉型或提昇競爭力時,企業最常遭遇的困難是缺乏研發與技術人才,因此目前廠商迫切需要模具專用知識庫的建立,以便能分享與累積模具設計與製造等知識,降低對人力素質的需求。

面對未來國際強大的競爭壓力,政府應協助產學研究等單位建立模具開發設計中心,使台灣模具產業能朝向供應國際高可靠度汽車模具、精密電子模具協同開發、高品質模具及其產品全球供應等三大主軸目標發長,建立台灣獨特自主的競爭利基。
Taiwan mold and die industry always plays an extremely important role in the process of industrialization. At current stage, Taiwan has over 3,800 mold and die related manufacturers with 48,000 employees. The mold and die industry is the largest scale industry of Taiwan fabricated metal product industry. Its main characteristics include that small and medium enterprise takes up the majority, BTO manufacturing, large equipment investment with poor equipment yield rate and the industry is classified as technology intensive. Along with global slowdown, the production value of Taiwan mold and die was affected. Additionally the mold and die industries of Japan, America and Germany also faced the dilemma of shrinkage in the domestic supply market, cost hike and price slide. In the meantime, the manufacturing base relocates to Mainland China or neighboring developing countries causes domestic industry hollowing, the increase of unemployment rate and crisis of economic stagnation.

Since technique and quality of mold and die will affect the development of final products, every government all proposed countermeasures and guidelines, budget to assist the development of key technology and the cultivation of design personnel as well as to accelerate the localization of key components. However Mainland China leads and facilitates the foreign investment, constructs the technical innovation system, upgrades the design and manufacturing capabilities and adopts incremental tax rebate measure to assist the old and die enterprise in upgrading competitive strength.

The manufacturer transformation cases can be divided into three categories: 1. transformation strategy of specialized product, 2.market transformation strategy of expanding target market and 3.horizontal/vertical integration strategy. However in the transformation or competivity upgrading, the enterprise usually encounters the difficulty—lack of R&D and technical personnel. At current stage, the mold and die manufacturer urgently needs the establishment of mold and die data bank to share and accumulate the design and manufacturing knowledge of mold and die as well as to reduce the demand of manpower quality.

Facing strong international competition in the future, the government should assist the industry, academic and research institute in setting up the development and design center of mold and die. It is facilitated that Taiwan mold and die industry can omve toward the supply of high reliable automobile mold and die, coordination development of precision electronic mold and die as well as global supply of high quality mold &die and its products to establish the unique and independent competition niche for Taiwan.
