企業為因應產業環境的變化,需廣泛運用外部技術資源,與企業內部的核心技術相結合,以創造具競爭優勢的資源與能力。本研究探討如何依據企業的需求與條件,運用不同研發階段的技術,並在既有資源與能力下,決定介入技術開發的程度,使新技術經吸收、轉化,而產生最佳的應用效果,以提昇企業的研發能量。本研究針對曾經與國內某一產業技術研發機構合作之企業,藉由技術授權、合作開發、或委託開發方式,接收此機構提供之研發成果,廠商分別屬半導體業、資訊與通訊業、IC 設計業、精密機械業、電子與光電業等五種領域之廠商,進行實際訪談與問卷調查,進行實證研究,期能有效掌握技術接收過程的相關影響因素。
經訪談廠商的技術需求、對策、目標及效益(NSDB)分析,及對問卷資料採以因素及相關分析之後,研究結果顯示:1.參與技術接收對資源能力提昇有顯著相關,尤其研發資源投入有助於專業技術養成及資源運用效益之提升;2.企業之先備資源與能力,對技術的融合互動有顯著相關,尤其技術需求之明確度,有助於對新技術的轉化運用能力;3.企業之先備資源與能力,對技術的吸收效益有顯著相關,尤其先備技術能力有助於技術研發能量的提昇;4.技術的融合互動對技術擴散績效有顯著相關,尤其新技術轉化與應用能力,有助於創新性技術研發及技術整合運用;5.技術的吸收效益,對提昇技術擴散績效有顯著相關,尤其技術研發能量有助於發展技術應用機會。
所以,技術接收者介入技術開發的程度,對提昇企業的資源能力與條件、使達到新舊技術融合與互動等兩方面,具有相當重要之影響性。同時在既有技術與新技術的融合互動下,使企業藉由產品技術的研發過程而提昇技術研發能量,進而形成技術整合運用及達到創新研發之擴散績效。簡言之,企業可運用外部技術資源,以大幅降低研發資源的投入、提昇核心技術能力、與縮短產品研發時程。
To cope with the changing industrial environment, companies must utilize external technology resources and combine them with internal core technologies to create competitive advantage of the firm. The study to discuss the involved level of technological research and development by innovation outsourcing for upgrading the competitive level through the new technological absorption, transformation, and application under the firm’s technological requirement, the existing resources and capabilities, and different stages of technological life cycle. The sample are the firms those had co-research projects for new technological resources transfer through licensing, codevelopment, or innovation outsourcing with a industrial application research institute, which belong to semiconductor industry, information and communication industry, IC design industry, precision machinery industry, and electronic and optoelectronic industries.
The empirical research conducts the firm’s interviews for qualitative data collection and questionnaire survey for quantitative data collection. 5 emperical research results are: 1. the higher involved level of co-research behavior, the performance will be better for enhancing research capabilities; 2. the prior capabilities of the case firm will be the foundation for new technological fusion, especially under higher clearness of technological requirement; 3. the prior capabilities of the case firm will impove the absorptive performance of technological resources; 4. the higher technological fusion, the higher technological diffusion effect; 5. the higher technological absorptive performance, the higher technological applicative effect.
Therefore, the higher involved level of co-research project of the firm, the better of the firm to enhance its resources and capabilities and technological fusion effect. Otherwise, the new and existing technologies fusion effect will be the trigger for upgrading the capabilities of new product development. In brief, through innovation outsourcing to acquire the new technological resources, the resources for new product development will be lower, the competitive level of core competence will be risen, and shorten the time to market of new product.
