Globalization and information society pressures push governments to adopt information and communication technologies in order to improve service delivery and enhance their relationships with citizens. The present paper is a case study of implementation of information and communication technologies in public administration in Khanty-Mansiysk Autonomous Okrug – Yugra in the Russian Federation. The Information Resources Committee (IRC) within the structure of the Governor’s Administration of the Autonomous Okrug coordinates the process of information and communication technologies (ICT) adoption in public authorities of Khanty-Mansiysk Autonomous Okrug - Yugra and local self-governments. The current stage of e-government development is estimated on the basis of model Dimensions and stages of e-government development introduced by K. Layne and J. Lee (2001), transparency and interactivity of IRC is evaluated on the basis of Website Attribute Evaluation System (WAES) and the extent to which information of the IRC facilitates government-citizen relationships is assessed on the basis of Government Information Valuation Framework (GIV). The e-government development in Khanty-Mansiysk Autonomous Okrug - Yugra is currently at the beginning stage providing governmental information and downloadable forms for citizens online. IRC has published online significant quantity of information that ensures its transparency and stimulates deliberative process among citizens.
