「知識管理系統」係運用資訊科技(IT)之功能,透過資料、資訊及知識之演化過程,以有效蒐集工作流程知識與經驗;反觀「軍事知識管理系統」,除具備一般知識管理功能外,尚須著重匯集在執行軍事情報研整及後續指揮作戰等任務所需之知識,以適時、適切提供軍事情報研整部門人員,予以線上存取、運用,以加速「情報報告」產出時效,即時提供指揮官決策參考。
本研究係以流程分析為導向,參照美學者Nissen提出之「知識管理系統」流程整合分析架構,以動態知識流三維空間向量觀點,列舉「情報處理資訊系統」功能為例,分析輸入、分類、儲存、處理及運用之工作流程,知識流係由個人、群體、組織,乃至跨組織間逐漸累積擴展,且蘊含內隱、外顯知識之轉換,並以此為基準導入「知識管理」功能,本研究依此提出「情報處理自動化系統」建議架構,以達精進工作流程之目的。
最後本研究立基於「情報處理資訊系統」之實務功能面向,考量知識之輸入、處理、運用及通訊協同雙向運作模式機制,以能有效擷取、推導及運用軍事動態知識流為主軸,綜合提出一個融合智慧型代理人、專家系統及知識管理等資訊科技之「軍事知識管理系統」架構。
The knowledge management system exploits information technology (IT) to effectively collect the knowledge and experience of workflow through the evolution of data, information and knowledge. The military knowledge management system, in addition to possessing all the functions of knowledge management system, features the gathering of the knowledge necessary to carry out the military intelligence fusion and the succeeding military command and operations. The system provides the personnel at the military intelligence fusion department with online access to and exploitation of the knowledge in a timely manner to accelerate the production efficiency of intelligence report which is supplied to the commander as a reference in real-time decision-making.

According to the process integration and analysis framework of knowledge management system by Nissen, this process-analysis-oriented research applies the 3-dimension space vector viewpoint of dynamic knowledge flow, specifies the functionalities of intelligence processing information system to analyze the workflow of input, classification, storage, processing and exploitation. The knowledge flow gradually accumulates and develops from individuals, groups, organizations, and even cross-organizational relationship. It contains the transformation between implicit and explicit knowledge which is then taken as a basis to introduce the function of knowledge management. Based on the aforementioned logic, the thesis gives a feasible framework that improves the workflow.
At last, the research focuses on the practical and functional aspect of intelligence information processing system and considers the input, processing, exploitation of knowledge, and the communication coordinated bilateral operation model mechanism. Centering on the effective extraction, derivation, and exploitation of military dynamic knowledge flow, this thesis suggests a military knowledge management system framework that blends together the information technologies of intelligent agents, expert system, and knowledge management.
