長期受到相關的環境狀況或影響,是現代世界最重要的問題之一。因此,各國開始制定相關的法令,研擬開發各種改善環境的對策,以求能在經濟與環保之間取得一個平衡點,在這些策略與制度中「延長生產者責任制度」(Extened Producer Responsibility,E.P.R.)便是改善過去未處理的作法,從源頭積極有效的改善來達到降底環境衝擊的目的。有效的採用延長生產者責任制度,可以鼓勵源頭減量和再循環,降低材料和能源之使用。
然而,國外的研究除了提出「延長生產者責任制度」而且也提出許多相關的工具與策略,也就是產品服務系統(Product Service System,P.S.S),其中包括共有、共同經營、租賃等各種策略。在國內則甚少討論到PSS,因此本研究探討一個包括維修服務、逆物流、備料供應等作業的模擬系統架構,將現有的維修環境為基本模式,並利用不同的排程派工方法進行相關探討分析,以強化維修服務與逆物流之完整性。研究中運用模擬系統之結果,同時也考慮客戶維修週期時間、總維修量與成本、平均零組件成本、總維修時間、系統成本、平均單位廢料儲存等做為衡量指標,將可以探討分析不同購買方式之結果,將可提供作為國內產業與政府推動永續發展的參考。
根據本研究所進行統計分析,可看出在購買與租賃模式的比較情況下,可以發現二模式的所有績效指標皆有顯著性影響,所以購買模式皆優於租賃模式。另外在所有績效指標要有最好的結果,在因子水準中應選擇產品損壞率為低水準、產品成功率為高水準,產品維修時間為低水準,至於排程派工要有最好的績效,則以最短完工時間(SPT)優於最早到期日(EDD)最後才是先進先出法(FCFS)。
Currently, the environmental problem has been the important problems in the world. Many courtiers have set related regulation and develop many environmental policies to find the balance between the economy and ecology. Among these policies, the extended producer responsibility (EPR) is to extend the producer’s responsibility from cradle to grave. Except for the EPR, there is another system is further developed called product service system (PSS) that includes release, community, etc. In this study, the maintenance, reverse logistics, and dispatching rules are analyzed. By using the simulation system, total PSS cost is evaluated that includes the maintenance time, repairing cost, component cost, deposit cost. According to the simulation, the product purchase and rent decisions are constructed and compared. The result shows the purchase decision is better than the rent decision when the damage rate is in low level, the maintenance time is in low level, and success rate is in high level. For the dispatching rule, the SPT (short processing time) is better than the EDD (early due date) when the PSS is compared.
