採購在企業的活動中扮演一個舉足輕重的角色,不僅與組織中各層級息息相關,而且也影響到公司中的經營策略。因此採購人員需要有非常專業之知識,才能下達正確的決策。而採購所涉及到的知識涵蓋範圍很廣,若是單從透過口語傳授經驗是不足夠的,因此需要有一個相當完整的流程與架構來整合採購的所有活動。因此本論文利用採購決策制定模型整合採購相關活動,建置一個採購管理平台,提供給該個案公司採購部門與非採購部門的不同層級之執行人員使用之。在面對日趨高漲的全球化議題之下,使該企業採購人員對於採購知識有足夠的認知,足以去針對不同的採購活動有充足了解進而能下達最適當的決策,以達到有效降低企業的採購成本,提高自我談判本錢,與供應商關係和合約上面等種種議題的解決,來面對不確定情境的威脅。
Procurement plays a decisive role in the enterprises. It not only relates to different departments in the organization, but also affects the business strategy of a company. Therefore, people conducting purchasing needs to be professional and make right decisions on procurement. Activities of procurement cover a wide range. It is not sufficient simply with the procurement experience. For this reason, we need to establish an overall process or structure to combine all the activities related to procurement. The thesis uses purchasing decision-making framework to construct a procurement management platform. It can apply to different function departments and levels. The contents of platform form strategy of the design process to general routine operations that provide solutions and best practices and so on. We intend facilitate make the case company with sufficient understanding of procurement. As the case company faces issues of globalization and uncertain business environment, we expect to lower the corporate procurement costs and increase self-negotiation capital through the proposed procurement platform.
