近年來TFT-LCD產業正處於高度成長期,在產品價格極度競爭情況下,如何以最低成本提供最好的產品服務已成為企業生存必要條件。TFT-LCD產業從上游原材料供應商到下游面板製造廠,其供應鏈成員相當多,故如何建構一個完整且有效率的上中下游供應鏈體系,使得在創新、成本、品質、交期和彈性等方面獲得重大成效,以提高企業之競爭優勢,已是該產業最重要的議題。
儘管許多公司已體認到有效的供應鏈管理是企業生存的法則,學界亦有許多關於如何衡量供應鏈績效之研究供其參考。然而對於如何為企業現行供應鏈的狀況作診斷,訂定符合企業目標的有效供應鏈績效指標,及如何改善供應鏈問題,仍未有一套有效之方法論。1996年供應鏈協會(Supply Chain Council, SCC)發展了一套跨產業供應鏈作業參考模式(Supply Chain Operations Reference Model, SCOR Model),提供一個系統化的整體性架構,對於企業在建置與解析供應鏈,有所依循與助益。同時SCOR模式更提供供應鏈流程的相對應績效指標,作為衡量供應鏈的績效。但由於SCOR績效指標繁多,在考慮人力與成本下,一般企業無法全面的監控與改善。故本研究提出一套供應鏈績效評估與改善方法論,以協助企業架構一個系統化的供應鏈和選定關鍵性績效指標.並針對未達績效目標時建議改善作法。此方法論結合SCOR模式與德菲法方式,除了發揮SCOR模式在供應鏈管理上的管理流程優點建置供應鏈外,並運用德菲法方式萃取符合企業目標的關鍵性績效指標,且運用產業上最佳的改善手法來解決供應鏈問題。
本研究以TFT-LCD個案公司之產業供應鏈為主要研究對象,參考SCOR模式所提出的供應鏈管理流程,協助定出該企業之供應鏈管理架構。且整理出個案公司之供應鏈流程八大構面下共66項相對應績效指標,並以「修正型德菲法」(Modified Delphi Method)方式為該企業之供應鏈選定第一層6項與第二層30項符合企業策略之關鍵性績效指標,作為衡量該個案產業的供應鏈績效。最後針對個案公司的供應鏈的現狀與績效目標的問題差異,以二項關鍵性績效指標提出分析與改善方法。藉由此個案探討實際驗證本研究方法之有效性,除提供個案公司於建構供應鏈與執行績效評估改善時之參考外,並可推廣運用至TFT-LCD產業上中下游之相關性企業。
Recently, TFT-LCD industry grows rapidly. In the fierce competition of product price, how to offer the best product and service with the lower price is a challenging issue for enterprises to survive. Supply chain members in TFT-LCD industry consist of from the raw material suppliers to downstream panel factories; therefore, how to build an intact and efficient supply chain system and how to have a great effect on innovation, cost, quality, delivery and flexibility to improve the companies’ competitiveness have already been the most important topic of industry.
Companies have recognized to have an effective supply chain management in order to survive. In the meanwhile, many researchers investigate how to measure supply chain performance. However, there still does not exist an effective methodology for companies to diagnose their current supply chain status, to resolve their supply chain problems and to design their supply chain performance indictors in order to meet companies’ strategy. In 1996, SCC (Supply Chain Council) had developed a SCOR Model (Supply Chain Operations Reference Model) to offer a systematized global structure that benefits enterprises on constructing and analyzing their supply chain. Meanwhile, SCOR can provide the corresponding performance indictors to measure the supply chain performance. Nonetheless, the performance indictors provided by SCOR are too complex for enterprises to implement due to the limited manpower and budgets. This study, therefore, proposes a methodology to evaluate and improve the supply chain performance. This method can help enterprises construct the systematized supply chain structures, select the key performance indictors and find the improving alternatives if the performance of companies is not achieved. The proposed methodology combines the SCOR model with the Delphi method. Thus, this method equips with not only the SCOR advantages to streamline the supply chain processes, but also the Delphi method’s merit of extracting the key performance indictors in order to figure out the best way to solve the supply chain problems.
The objective of the study is to focus on the TFT-LCD case company and to help the case company construct its supply chain managerial structure based on the supply chain processes of SCOR model. There are 66 performance indictors which can be categorized into the eight dimensions in supply chain processes of case company, but only 6 items at the first level and the 30 items at the second level are sorted out with the Modified Delphi Method. For the performance difference between the current status of case company and company’s goal, this study adopts two key performance indictors to perform the analysis and to enumerate the improving ways. The results verify the effectiveness of the proposed method and provide a reference for the relative TFT-LCD industrial companies when constructing their supply chains or conducting performance evaluation improvement.
