本研究以結構-行為-績效（Structure – Conduct – Performance, 以下簡稱S-C-P）模式為分析架構，探討台灣營建產業之組織現況、市場結構、廠商行為與營運績效之相互關係，以及政府政策對台灣營建產業的影響。利用台灣上市、上櫃營造 (建) 開發商1990年~2007年第三季的財務資料為研究樣本，研究發現，台灣營造業進入障礙，深受法令及政策之限制與影響，易受景氣影響，該產業製程複雜且業務來源不穩定、財務風險大，營運上必須要有充足的自有資金投入，且營建產業營收成長率及建材成本高低、廠商營運規模、獲利能力、現金流量比率均會影響到利潤率。公司經營績效良好與否與經濟體質變遷因素、金融面政策變遷因素、產業經營環境變遷因素有著密切相關影響。

Based on the Suture - Conduct – Performance (S-C-P) paradigm, this report analyzes the correlation between the market structure, the manufacturer behavior, the operation performance, as well as the government policy in Taiwan. The sample periods of Taiwan construction financial materials are during 1990 ~ 2007 third quarter. In conclusion, the characteristics of Taiwan’s construction industry, such as impacts and constraints of regulation and policies, pro-cyclical industry nature, complex building process, volatile revenue sources, high financial risk calling for sufficient fund injection , either from operating cash flow or from capital injection. In addition, the overall industry profitability is further determined by the overall revenue growth rate, the price of raw material, the economies of scales in respective companies, operating margin, and cash flow ratio. The operating efficiency of the respective companies is closely related to the following variables, economic cycles, financial policy , and industry competitive landscape.
