摘要
近來隨著科技不斷的發展，民間資訊及維修科技已逐漸形成，顯示國軍之軍機維修工作，已落後民間甚多，尤其是民間企業經營管理與績效及競爭力等各項優勢，皆為國軍各軍工廠標竿學習之對象。另國外軍工廠國有民營化成功案例比比皆是，亦均採取軍機維修工作轉移至較具有競爭力的民間經營方式以為因應，此稱為軍機商維，不僅會有較高的工作績效，並可將現有設施、設備、裝具等資源發揮至最大的功效，甚至還可以減輕了政府的預算以及人員維持成本，同時可以推動國家航太工業的發展之雙贏政策。
本研究以德菲法(Delphi)結合層級分析法(Analytical Hierarchy Process；AHP)建構軍機商維外包商評選模式，先以德菲法方式設計問卷後，訪談各航太修護專家，再將問卷訪談所得結果進行分析，並將分析結果再次與航太專家進行討論，藉以選定各層級評估準則，再以層級分析法建構評選準則之架構及權重，建立軍機商維廠商評選表，俾利後續對評選廠商進行計算及排序。
從本研究所建構各評估選項之整體權重可以得知，學者專家最重視的前五項評選項目為「品管計畫」、「修護品質」、「專業技術能力」、「維修及供料計畫」與「管理制度」。然相較於研究對象目前之評分標準而言，其較注重經營規劃部份，亦即維修支援計畫、物料與機具裝備供補及維修所需器材，其次才著重於品管計畫與修護品質，與本研究所得到之結果相異，顯示目前的評選重點仍有商榷的空間，建議依本研究之結果進行調整，做為該單位後續軍機商維廠商再次簽約時之參考依據，使商維工作推展更趨順遂。

Abstract

As technology has improved throughout recent years, the civilian information and maintenance technology has began to take place, which has made the military’s maintenance technology fall behind; especially with advantages like civilian enterprise management and operation achievements and competition etc, are all things that military factories should learn from. Also, there are many cases of privatizations of military factories, which military aircrafts maintenance are also done by privately owned factories according to the competition; this is called Outsourcing for military aircrafts. Not only would this raise the work efficiency, it could allow sources such as current facilities, equipments and attachments to achieve their highest efficacy, it would furthermore reduce the government’s budget and personal use and at the same time drive the country’s aviation industry; it’s a double-win strategy.
This research uses Delphi and Analytical Hierarchy Process (AHP) to develop a model for selecting commercial outsourcing vendors; first use Delphi to design a questionnaire, interview various aviation maintenance professionals, analyze the results, then discuss the analyzed results with the aviation professionals again in order to choose each level’s evaluation standards. Then use AHP to build the selection basis scheme and weight, create an outsourcing evaluation chart to help future vendor evaluations for calculations and sequencing.
From the overall weight of the various evaluation choices built from this research, we could know that the five most valued evaluation items by scholars and professionals are “Quality control plan”, “Maintenance quality”, “Professional ability”, “Maintenance and supply plans” and “Management system”. When compared to the research target’s current evaluation standards, they focus on the management plans, which are the maintenance support plan and material supplies and attachment equipment supplies and the maintenance equipments, then they emphasize on quality control plan and maintenance quality, which is different from the research’s result. This shows that the current evaluation focus still has room for discussion. It is suggested to make adjustments with this research’s results, to use as the unit’s guidelines for future contracts of outsourcing for military aircraft maintenance, in order to make the promotion of outsourcing more smoothly.
