摘 要
消防安全設備產業為台灣極具發展潛力的新興產業之一，故如何因應市場環境快速變化，並導入第三方物流經營，找出關鍵成功因素，以有效提昇消防安全設備產業物流供應能力，藉以強化產業競爭優勢，為本文主要研究課題。本文經專家深度訪談、文獻整理，彙整出消防安全設備產業導入第三方物流的決策層級因素，並選用層級分析法(AHP)，對物流公司、消防設備供應商、消防器材工程公會，消防設備師士公協會及物流相關學者等高階主管進行問卷調查，分析影響決策因素的優先次序及權重比例，具以訂定消防安全設備產業未來的經營策略及方針，為本文主要研究方法。
實證結果發現，消防安全設備產業導入第三方物流首要優先考量因素為針對核心消防經銷商提供客製化服務；其次為提供經銷商立即處理服務；再者為資訊管理系統之操作易用性，第四為利用資訊網路將經銷商訂單直接傳送至各處理部門。顯示消防安全設備產業在未來的競爭策略應區分內部及外部兩大策略；內部執行策略應加強資訊化系統之易用性及整合性，讓資訊化輔助內部行政作業，外部執行策略應著重客制化及即時服務制度之建立，由客制化及即時服務取得客戶認同，提昇服務能力。
建議消防設備供應商成立推行顧客服務之專責單位，為核心消防經銷商設計專屬客制化服務項目，準確掌握核心消防經銷商需求，配合解決經銷商各執行面之問題，並定期檢測及追蹤成效，提升整體服務水準。資訊化可有效整合管理介面，經由電腦資訊提高執行效率，提升資訊管理介面，減化操作程序，讓所有同仁能輕易上手，讓資訊管理更為便利。導入第三方物流服務品質及執行方法，期為消防安全設備產業提昇內部運作機能，並增強對外競爭能力，成為企業永續發展之基石。

Abstract
The fire protection equipment industry is one of the emerging industries in Taiwan that have great potentialities, so the major subject of the thesis is to explore how to guide the industry into third party logistics operation in the ever changing market environment, to find out the key elements of success and effectively improve the logistics supply ability in the industry and further strengthen the competitive superiority of the industry. This thesis has summarized, after in-depth interview with experts and sorting out of documents, the decision-making factors for the fire protection equipment industry to be guided into third party logistics, using Analytic Hierarchy Process (AHP) to make questionnaire with logistics companies, fire protection equipment suppliers, fire protection equipment engineering association, fire protection engineer’s association union and relevant logistics experts so as to analyze the priority and weight proportion of the factors that could influence the decisions to be made, and further, to formulate the future operation strategies and policies for the fire protection equipment industry.
The results show that, for the fire protection equipment industry to be guided into third party logistics, the following four factors should be taken into consideration: firstly, custom-made service should be rendered to the key fire protection equipment distributors; secondly, immediate processing service should be rendered to the key fire protection equipment distributors; thirdly, information management system should be easily operated; fourthly, information network should be used to directly send the distributors’ orders to different processing departments. It is shown that the future competitive strategy for the fire protection equipment industry can be divided into internal and external strategies, among which, internal execution strategy should strengthen the characteristics of information system in terms of easy operation and integration so that the information system can assist internal administrative operation; external execution strategy should focus on establishment of custom-made and real-time service system, which will then win the customers’ approval with custom-made and real-time services, so as to improve the service ability.
The research suggests that the fire protection equipment suppliers should establish a special unit to promote customer service, exclusively design custom-made service projects for the key fire protection equipment distributors, correctly grasp their demand, coordinate them to solve the problems they meet with in various execution aspects, regularly inspect and track the effects, and raise overall service level. In addition, the information system can effectively integrate management ports, raise efficiency through computer information, improve information management ports, and simplify operating procedures, so that all the co-workers can easily operate the system and information management will become more convenient.
