臺灣博碩士論文加值系統

大學將其研究成果透過技術移轉給與企業，往往能為學校與產業雙方帶來良好的效益，故近年來大學校院更是積極之推動。美國早在1980年拜杜法案通過後，就開始積極推動大學將其研發成果移轉至產業。而台灣則在近年來由政府積極推動，與美國推展多年上已有產生許多之差異。為了解台灣在技術移轉上有哪些可以提升或改善，故透過美國與台灣大學校院相關技術移轉調查報告與設定有選擇性之議題，以探索性之研究來比較兩國在技術移轉上的差異。藉有此研究來提供台灣在大學技術移轉上有哪些不同的狀況可以改善。

而本篇所探索九個議題之結果如下:
1.地理環境差異會影響大學在專利技術領與技轉技術領域上的差異。
2.技轉收入金的差異與大學技轉中心人力規模會相互影響。
3.技術移轉模式上之差異，台灣教師運用學校技術移轉中心技轉情況低於美國。
4.兩國大學技術移轉專責人員在薪資方面差異相當大。
5.兩國技術移轉人員在專業背景與經驗上也是差異相當大。
6.企業資助上之差異，美國企業資助高於台灣，但台灣企業資助情況快速提升。
7.台灣在研發投入與智財產出的比值明顯低於美國。
8.兩國大學在研發投入與專利產出和授權比較上，台灣與美國在專利之比值高於授權之比值，表示台灣授權情況不如專利申請情況。
9.台灣技術移轉所產生之衍生公司明顯少於美國許多。

而本研究結論為透過這些議題探討可以看出台灣在研發成果之商品化程度上與技術移轉中心之規模與移轉之能量，是有待提升與改善的，唯有從最基礎的研發成果與技轉中心改善起，才有助於提升與改善我國大學在技術移轉之能力。

University can bring both itself and business benefit by technology transfer about research with industry, and more and more universities are proceeding as positive. U.S.A has been developing technology transfer between university and business after Bayh-Dole Act adapted in 1980. Taiwan has proceeded this program by government in these years, which makes a great deal of difference with U.S.A. In order to realize how Taiwan can improve or modify about technology transfer. This explorative research would like to compare with difference of technology transfer between U.S.A and Taiwan through technology transfer reports concerned and to develop optional issues. This research is allowed to offer some opinion for universities in Taiwan to improve about technology transfer.

This research has nine issues as following:
1. Difference of geography brings difference about patent technology field and technology transfer field for university.
2. There is interrelationship between difference of income of technology transfer and human resource scale of technology transfer center.
3. About difference of technology transfer model, teachers in Taiwan are lagging far behind American when using technology transfer center.
4. There is a great difference of payment between both nation’s staff of technology transfer.
5. There is a big difference of professional background and experience between both nation’s staff of technology transfer.
6. About difference of business support, American receives more than Taiwan which is getting more and more sponsors.
7. The ration of research and intellectual property Taiwan is inferior to that of American.
8. Compare with research, patent and license of both country’s college, the ratio of patent is higher than their ratio of license, which indicate that the condition of license is worse than the condition of patent applied in Taiwan.
9. The derivative business of technology transfer in Taiwan is less than that in American.

As above, we can figure out Taiwan has to develop about the commodification of research result, the technology transfer office scale and the power of transfer. It could develop and improve the ability of technology transfer, if we would like to reform by the basic research result and the technology transfer office.
