近幾年台灣產業由製造導向轉型為消費服務導向,運輸配送作業的物流需求也隨消費者對服務的要求而提高。隨著行動裝置及無線通訊環境逐漸成熟與衞星定位系統(Global Positioning System, GPS)技術的精準度及穩定度大幅改善等因素,企業繼E化之後,也積極利用M化的「行動商務派遣與貨物追蹤系統」新技術來提供消費者更完善的物流配送服務。
本研究設計採用多重個案進行案例比較的個案研究法,以物流配送業與食品經銷流通業各兩家公司為研究對象。藉由實地訪談四家已經導入「行動商務派遣與貨物追蹤系統」的公司,由企業採行新資訊科技應用的觀點,解析企業的外部環境、內部環境及資訊科技等因素,對採行行動商務系統和後續經營績效的影響。我們分析四家個案公司導入過程之策略、目標、以及項目,並比較導入行動商務系統改善作業流程前後差異。
研究結果發現,兩產業四家公司在導入行動商務系統的過程中,都著重貨物運送與車輛狀況即時監控、電腦化派遣正確性、和準時服務水準等作業效益的提昇。同業間的競爭壓力、高階主管的支持程度、關鍵使用者參與程度、廠商服務團隊之專業經驗及能力、和客製化需求等都影響企業建置系統的決策,並進而造成配送速度、效率、和服務效益上的差異。整體來說,成功的行動商務派遣與貨物追蹤系統能有效地降低成本、提供迅速、確實與滿意的服務,顯示新科技導入帶來的效益有其值得導入的價值及提供為實務上與學術上的參考。
Many Taiwanese companies transformed themselves from production-oriented into service-oriented ones and the efficiency of their supply chains became critical in meeting the ever-increasing demands of their customers. The advances in mobile technology and wireless devices and the maturity of global positioning systems (GPS) further promoted the applications of mobile dispatching and product tracking systems (MDPTS) in the supply chain management. However, some important topics such as the issues should be addressed when considering the adoption of MDPTS, the operating efficiency improvements can be realized from such systems, and the management of the system building projects had not been well explored. This study focused on the first two topics.
We interviewed four companies which had introduced MDPTS into their day-to-day operations. Two companies were in the product delivery industry and the other two in food distribution. We first developed a research framework from a new technology adoption perspective and then collected data of these companies’ internal and external environments and information technology to investigate the factors relevant to their adoptions of MDPTS and the impacts of the systems on their operation performance. The findings were as follows:
1. Improvements in product and vehicle monitoring, dispatching accuracy, and on-time delivery were the major goals of MDPTS adoption.
2. Competition within industry, support of high-level management, involvement of critical users, expertise of consulting teams, and customization requirements were the factors critical to both the decisions in MDPTS adoption and the performance in delivery efficiency and service effectiveness.
