我國的國防政策中要求政府機關應結合民間力量發展國防科技工業,武器裝備獲得以自製為優先,以達成獨立自主之國防建設。因此國防科技產業化一直都是政府與民間努力的方向。國防及航太科技機構透過釋商工作之推動,以達成國防自主之目標,然在釋商過程中,屢屢發生廠商無法如質或如期達交之個案,究其原因為國防科技工業機構在選擇合作之供應商時,缺乏一套合宜的評估基準作為選商依據,故無法先期瞭解及掌握所選擇供應商之能力。因此,本研究擬提出一個適用於國防科技研究機構及航太企業之供應商評選模式,供國防科技研究機構及航太企業用以評選出具有研製與生產軍規及航太科技產品能力之供應商作為合作對象,以降低產品研製之風險。
本研究方法之架構分為三個階段,第一個階段以德菲法找出國防與航太科技產業之顧客需求項目及供應商能力評估指標,第二個階段是以層級分析法(AHP)比較國防及航太科技產業各顧客需求項目之重要性,第三個階段是以品質機能展開(QFD)比較國防及航太科技產業各供應商能力評估指標與顧客需求項目之關聯性,將顧客需求與評估技術指標結合,轉換成供應商績效之管理策略優先指標之重點方向。
研究結果顯示,顧客需求項目評比構面之優先度依序為品質、技術能力、後續維持、交期、價格,突顯國防與航太產業對品質的重視度,整體層級權重最高之3項需求項目為「產品安全性」、「產品可靠度」與「產品穩定性」。在供應商能力評估指標中,選出「人員資格與專業技術」等12項供應商能力評估指標作為國防及航太科技產業選擇供應商時之優先評估要項,除供國防及航太科技產業選商參考外,對於有意參與國防及航太科技產業之供應商,亦可瞭解顧客需求以補強本身之不足,使國防及航太科技產業與供應商之間達到雙贏。
Based on the National Defense Act and Defense Resources Privatization, the government of ROC expects to achieve its own Autonomous National Defense by integrating with domestic industries. But in the process of privatization, there are many problems such as late delivery or poor quality because of the defense technology and aerospace industrial organization having not a suitable appraisal mechanism to fully understand the ability of suppliers.
The research approach is divided into three stages to propose a supplier selection model for defense and aerospace technology organization to reduce the risk of supplier selection. The first stage is to find customer demand items and supplier capability indicators by Delphi Method. The second stage is to compare the importance of customer demand items by Analytic Hierarchy Process (AHP). The third stage is to compare the relation between customer demand items and supplier capability indicators by Quality Function Deployment (QFD) and to combine the customer demand with technological assessing indicator, therefore, to change into a key direction of preferential indicator of management strategy of supplier's performance.
The results of research reveal that quality, technological ability, follow-up maintenance, delivery and price are the selection criteria of customer demands items according to the priority. In aspect of customer demand items, for highlighting the importance of quality, there are three highest weighted items are 'product security', 'product reliability' and 'product stability'. And in aspect of supplier ability indicator, there are twelve prioritized indicators such as 'personnel qualification and professional technique' to be taken into account for qualifying suppliers. Though the selection model, not only providing a selection method for the defense and aerospace technology organization, but also realizing the customer needs and improving their own weakness for all potential suppliers to reach the win-win objective among all of them.
