ABSTRACT In recent years, the increase of economy growth and living standard is accompanied by global energy shortage. Besides, this fact has influenced the power generation cost of Taiwan Power Company and contributed to the gradually raising of the electricity charges. For the telecommunications PBX (Private Branch Exchange) center, this is undoubtedly a big sum of increment in the power consumption cost because the telecommunications facility is required to maintain its operation around the clock for 365 days per year without ceasing the operation. Therefore, methods to select the beneficial cost calculation without encountering major variation in the electricity load are important. In this research, the power consumption model of telecommunications control center in Chunghwa Telecom Co. is adopted for the investigation. Under the condition with the same power consumption, the research focuses on utilizing a simplified analysis table to choose the different power consumption categories in the complicated electricity rate tables and determine the optimal cost calculation method for power consumption. In identical electricity consumption under various pricing policies given by Taiwan Power Company, it will have different electricity expense. Furthermore, the research implements empirical studies to compare the differences of electricity bills between several telecommunications control rooms. The results prove that three-phase service should be adopted for calculation of high voltage power consumption in telecommunications control centers which are stable and have no major variation in the electricity loads. On the other hand, the telecommunication equipment rooms with meter rate lighting service should consider the power consumption and determine if the meter rate lighting service is appropriate. After assessing and adjusting for the optimal contract capacity, there are more rooms for reduction in power consumption cost. In summary, the telecommunication control centers should pay attention to the power consumption management at anytime. Moreover, this research can contribute by providing the reference as an assessment tool of reduction in power consumption for specific users with the similar electricity load.
