摘要
在目前的單位機關裡,考核一位員工的工作價值,往往決定於該員工對於公司的貢獻度,然而其貢獻度的認定方式又大多是建築在其上司的主觀判斷中,因此多多少少會因為人為的主觀判斷而造成評比上的偏差,進而影響員工績效評分與後續相關福利與權益,基於此本論文提出一套納入客觀因素考量的績效評比系統,藉此希望能為評比制度由原本的人為主觀判斷做一些客觀因素考量的修訂,藉以達到公正、客觀審定的初步目標。
在這篇論文中,我們提出幾個主要的重點。第一,建置納入客觀因素考量的考績評量系統。第二,應用無線射頻辨識系統原理,將員工每日上班之工時分析納入評比系統的客觀因素考量中。第三,比較複合式考評系統與傳統人為評比方式的優缺點。
在這篇論文中,我們將提出以下的貢獻:
(1) 建置導入客觀因素的考績評量系統:藉由無線射頻原理的應用與工時分析方式提供一套納入客觀評量因子的考績評量系統。
(2) 降低人為疏失與作業時間:藉由考評系統的建置,改善以往由人工逐一記錄個人績效的老舊方式。
(3) 提升員工積極爭取績效的態度:有了較客觀及制度化的評比規則,提升員工積極爭取表現以獲取績效的企圖心。
最後,我們可以知道,我們提出的系統可以降低主觀的評量偏差,降低人為的作業疏失及增加員工積極表現的企圖心進而增加企業競爭力等優勢。
Abstract
In this thesis, we propose a compound merit system which including objective factors to reduce subjective judgement and artificial careless mistakes of assessing the staff’s merits.

In this thesis, there are several main points. First, a merit system including objectively factors is built. Second, we adapt the radio frequency identification principle to simulate the staffs’ working status in order to inject the objective factors to the merit system. Third, we will compare the merit system with the traditional methods.

The contributions in this thesis are as follows:
(1) Building a merit system which is more suitable, objective and fair for the company to assess merit.
(2) Reducing artificial careless mistake and operating time: By using merit system , we can improve the methods which are recorded one by one in the past.
(3) Improving the attitude performance actively of the staff: When we have fare and objective game rules, we can expect that staffs will try hard to display themselves in order to earn more merits.
We trust that the system we put forward can reduce the subjective assessments , reduce artificial careless mistakes, increase staff’s ambitions in earning merits and increase enterprise’s competitiveness, etc..
