能源耗竭與環保問題早已不是新聞,各國政府、民間企業無不投入大量資金研發以永續發展為概念的再生能源(renewable energy)技術,並以提高能源效率(energy efficiency )為目標。美國是全球最大的能源消費國,根據美國能源部(Department of Energy, DOE)的統計約占有全球24%的能源消耗。此外,美國是主要的能源進口國,同時亦是造成溫室氣體排放(greenhouse gas emissions)的最大來源國。美國也是全球主要的能源生產國之一,其中石油約占全球總產量的9%,核能發電約占全球總產量31%。美國為解決過度依賴石化能源及環境問題,美國投入相當多資源於再生能源產業中。

發展生質柴油之優點:1、減少溫室氣體排放,2、生質柴油與石化柴油可依比例混合使用,不需調整引擎,3、增加潤滑性(lubricity)等。根據美國EIA(Energy Information Administration)的資料,生質柴油在2006年達到250, 430百萬桶的產量,2007年呈現倍數成長至489,830百萬桶,2008年更達到682,530百萬桶的水準。

本研究將以國家創新系統(National Innovation System)作為分析基礎,探討美國國家創新系統對於美國在生質柴油領域發展績效之影響。由於美國屬已開發國家,無論在公部門及私部門的發展均已臻成熟,本研究問題在於探討國家創新系統中各項因素在美國生質柴油領域之重要性,以美國經驗做為後進國家發展生質柴油之借鏡。

The advantages of utilizing biodiesel are to diminish the greenhouse gases emission, to mix with fossil fuels to increase the lubricity and so on. According to the statistic data of Energy Information Administration of the United States, in 2006 the production of biodiesel is 250,430 million barrels, and the number double progressed in 2007 as 489,830 million barrels. In 2008, the production of biodiesel in the United States reached 682,530 million barrels.

This essay manipulates National Innovation System as the main concept, to expose the achievements of the biodiesel industry in the United States. In the research methodology, we apply regression analysis and the analysis results are as following, the research and development expenditure of the government, patent stock of the United States, retailed price of biodiesel, GDP per capita, and population would influence the production of biodiesel in the United States.
