摘要
如何能提升國家證照之考取率,已成為學校重要的課題,再者,若求學過程只考乙張證照,其競爭率又顯不足,故各學校都再要求達到二證、三證或是更多。然而,教育部明令規定,各所學校皆不能利用正課之時間,來做證照之學術科訓練跟題庫授課,亦不能強迫學生來參加證照考試,只能鼓勵學生參加,這些都是政策的限制。故各所學校為提高證照考取率及張數,都是在茫然思索方法中。而本研究中,運用限制理論(Theory of Constraints, TOC)的思維程序找出核心問題,與運用萃思(TRIZ)問題層級分析方法(Problem Hierarchy Analysis),可有效來分析出其學校原因及問題之所在並得改善,達到提高證照的張數及證照率的方法,進而提升學校學生之競爭力。

Abstract
For a promising development in education , most vocational high schools regard multiple and numerous certificate acquirements as the most important educational project .Furthermore , single certified card seems to be a clich’e ,various certificates are by no means in great demand for advantageous. Restricted by the policy of Administration of Education , vocational high schools have difficulty in achieving their goals Ac cording to the educational authority , test and skill practices are forbidden in regular instructional courses , students should not be forced to take qualifying Examination , It is optional what urgent need for the vocation training establishments lies in the promotion of The applications of Theory of Constraints and Problem Hierarchy Analysis may offer favorable procedure and the and analysis to find out the key problem along with available methods leading to a prospective schooling growth .
