本研究目的在探討加拿大公私部門辦理識字教育的行動措施,藉此作為台灣推動成人識字教育的參考。本研究採用文件分析法,主要文件來源為加拿大政府官方網站、加拿大成人識字資料庫、以及EBSCO電子資料庫搜尋有關加拿大政府部門與民間團體推動識字教育的具體措施。

加拿大政府為了拓展成人識字教與學管道,加拿大政府採用公私部門協力的方式推展成人識字教育。推動成人識字教育的政府主管機關為人力資源暨社會發展部及識字秘書處,人力資源暨社會發展部負責識字政策的制訂與方案的規劃,秘書識字處則提供經費支持全國各地的識字教育計畫,並支持民間組織進行識字教育的宣導、研究及實施工作。

推展識字之民間團體方面,重要的全國性識字教育推廣團體包括ABC加拿大識字基金會、拓荒學院、加拿大羅北克組織、加拿大識字運動促進會等團體,在識字教育推展的具體措施為倡導識字運動、進行成人識字調查研究,提供政府與學術研究、培養專業識字人才、倡議政府立法制定相關政策與措施;地方性識字推展組織則以社區學院、志願服務團體以及成人學習中心為主要推廣團體,以提供教學活動與培育志願教師為主。

政府部門在識字教育的角色與功能,公部門扮演方案制定者以及催化者的角色,由人力資源暨社會發展部負責識字方案上的規劃、協調、執行與經費籌措工作;識字秘書處以審核民間申請方案計畫書的方式,給予技術上、經費上的實質協助,促進各省發展識字方案的實行與擴展。

民間團體在識字教育上所扮演的角色為方案執行者、倡議者、宣導者以及識字人才培育者的角色。協助政府執行制訂的識字方案;透過倡議的方式,呼籲政府制訂保障成人識字等相關法案;在方案宣導方面,透過與平面媒體、電視廣告合作的方式,宣導政府推廣之識字方案,使民眾覺察其重要性,促進全國性的識字方案之推廣;在識字人力的培育工作上,培育志願教師、志願服務人員作為識字推廣之人力。

本研究根據研究成果,研究者提出以下幾方面的建議:

壹、制定整體識字教育發展政策,建立識字教育有利發展環境
貳、宣導識字議題,使民間覺察識字重要性
參、建立與民間團體交流管道,以獎勵方式擴大學習推廣管道

The goal of this study is to understand the public- private partnership in current situation for Canadian government develops adult literacy education.

The research hopes that this study will become an inspirational and useful resource for those who are devoted to Taiwan’s adult literacy education. The research method is documentary analysis. The main documents are from Canadian government websites, National Adult Literacy Database, and EBSCO host Research Databases.

In order to expand the teaching and learning range, Canadian government uses the method of public- private partnership to develop adult literacy education. The Department of Human Resources and Social Development and the National Literacy Secretariat in Canada take charge of the promotion of the adult literacy in the whole nation. Human Resources and Social Development is responsible for making policies and Program planning. National Literacy Secretariat promotes the development of literacy education by funding the literacy projects throughout the country and supporting literacy organizations to advocate, study, and conduct literacy.

For promoting adult literacy, the main national civic organizations, such as ABC Canada Literacy Foundation, Frontier College, Laubach Literacy of Canada, and the Movement for Canadian Literacy are devoted to take the initiative in promoting adult literacy, doing the research of adult literacy for Canadian government and Academic institutions, enhancing professional practitioner, persuaded Canadian government made the laws and Acts of adult literacy.

As the provincial and territorial literacy organizations, such as community colleges, volunteer organizations, and adult learning canters, take charge of providing teaching activities of adult literacy and training the volunteer tutors.

The Government takes charge of program planning. Human Resource and Social Development takes charge of program coordination, planning, raising funds and program executing.

National Literacy Secretariat examines the proposal from civic organizations. It helps them with fund supporting and civic technical advises. National Literacy Secretariat also helps each provinces to develop literacy programs.

Civic organizations play roles of program executing, advocating, program promoting and human resource training. By the way of advocating, Civic organizations ask the government to make the law of adult literacy to protect civics’ learning right. By the way of promoting literacy programs, civic organizations work with television commercial to promote adult literacy programs. Civic organizations also take the charge of training voluntarily tutors to help the government advocating adult literacy programs.

According to the findings, the researcher gives suggestions on three aspects.

1. Planning the policy of adult literacy education and build the advantageous environment to develop adult literacy education.

2. The government should advocate the issue of adult literacy and let people know the Importance of adult literacy.

3. The government units should cooperate with private sectors and should set up some rewards to encourage expanding the teaching and learning range.
