臺灣博碩士論文加值系統

災害發生時，民眾是最先獲知災害狀況，災後的第一時間搶救工作，亦是由各區民眾、社區組織乃至於企業團體所共同進行的；為發揮其最大的效能，應提升並整合民眾、社區組織或企業團體等之救災能力及設備，共同執行各社區災害搶救工作。緊急自救互救必須立基於平時的防範與準備，因此如何推動前述這些作為，來達成推動社區災害管理的目標，乃成為現階段的重要課題。
公眾參與式地理資訊系統 (Public Participation Geographic Information System, PPGIS)因其強調參與、賦權（empowerment）與空間處理的特性，可用「由下而上」的過程來達成對於在地社區民眾的賦權，期望藉由地方居民的共同參與來瞭解自己居住地方的災害風險，經由參與的過程喚醒民眾的災害風險知覺，藉由經驗與災害刺激進行紀錄、篩選，凝聚成知識與記憶的過程，提升該社區民眾的災害風險認知。
為深入瞭解與建立民眾參與社區災害管理執行的模式，本研究透過社區防災組織、政府部門與社區民眾的合作，提升社區居民的動員、互動、參與協助，更能使災害預防工作事半功倍，也只有藉由社區居民參與災害防救的工作，才能有效降低災害來襲時災難的發生，當災難無法避免時，也才能減少民眾生命的傷亡與財產的損失。
