摘 要
國民義務教育之中輟問題近年來受到各界的關注,無論政府單位或民間團體都投入了大量的人力及金錢,所有問題解決的焦點全部聚焦在中輟學生身上,然而對於直接接觸中輟學生之教師往往扮演著提供福利服務資源的重要角色,因此本研究目的在探討國中教師對教育、司法、社政、民間、臺中縣等單位現行所實施之中輟生福利服務資源現況;並了解教師個人背景變項對福利服務資源的使用經驗、認知、成效知覺情形。研究對象以95-96學年度「全國國民中小學中輟通報及復學系統-臺中縣」各國民中學中輟學生就讀學校之班級導師、輔導主任、輔導組長、訓導處(學務處)主任、生教組長375人進行問卷調查,有效問卷297份,以量化統計方法分析結果。受試國中教師個人背景變項、使用經驗變項、各單位中輟生福利服務資源、成效知覺以次數分配、百分比、平均數等描述性統計及t檢定、單因子變異數分析、皮爾森積差相關等統計方法,研究結論如下:
一、國中教師在使用中輟生福利服務資源經驗對於訊息來源以學校行政單位及教育主管機關為主,並認為福利服務資源之間欠缺整合性,且資源之間聯繫性不佳,受試教師在處理中輟生問題個人所面對的困難平均有4.15個。
二、國中教師對中輟生福利服務資源了解性認知以教育單位所提供之福利服務資源了解程度最高;對各類中輟生福利服務資源適當性認知,教師認為司法單位所提供之福利服務資源適當性為最佳。
三、國中中輟生之教師人口特性在「職務別」、「教學背景」、對各單位現行之中輟生福利服務資源認知有顯著性差異,其中教育單位之「年齡」「職務別」、「教學背景」變項有顯著性差異。
四、教師認為現行中輟生福利服務資源成效知覺以司法單位最高。
五、中輟生福利服務認知與成效知覺有顯著性正相關
六、教師之人口特性「職務別」、「年齡」、「教學背景」對臺中縣中輟生福利服務了解性認知方面達顯著性,在成效知覺方面「職務別」、「教學背景」達顯著性;以有效協尋成效最高、返校復學居次,而成效知覺與福利服務認知有顯著性正相關。
研究者依研究結果建議:一、建置多元化協助中輟生完成學業機制,二、整合各部門資源建立網絡聯繫平台,三、明確各單位工作職責與任務,四、每校設置中輟生個案管理員,五、強化教師對中輟生福利服務資源網絡認知,六、建構一般職教師參與中輟生輔導研習訓練之管道。後續研究可將研究對象擴大範圍並對國中教師全面施測、強化問卷內容及構面,增建各單位福利服務提供模式、採質化研究深入探討影響因素。

Abstract

Citizen''s compulsory education stops dropout students the concern that the problem is subjected to the public in recent years. No matter the government unit or civil groups all put into a great deal of manpower and money, all of the focus for resolving had problems focus at in dropout''s students. However for direct contact in the dropout''s teacher usually plays an important role of providing the welfare service resource.
The objective of this research is to discuss the teachers for dropout students in the Educate and judicatory of Junior High School in in Taichung County. We distributed 375 questionnaires to these dropout students, class tutor, guide a director, guide a senior clerk, Office of the drppout students. director. 297 valid questionnaires were collected, and the result was analyzed by quantitative statistics. “The returnee’s learning condition” was conducted by using frequencies analysis, percentage, mean comparison, t-test and F inspection, ANOVA, and hierarchical multiple regressions. Those are the basis for establishing the theory of the targeted staying model. The research results are as follows:
1.Junior high school teacher is using to stop halfway to get the welfare service resource experience to regard administration unit in school and the education supervisor organization as principle to the message source, and thinking of the welfare service resource to lack integration, and a contact of the resource isn''t good, is tried a teacher Be handling to stop halfway to get a problem personal face of the difficulty equally has 4.15s.
2. Junior high school teacher to stop halfway to get the welfare service resource understanding cognition to understand degree by the welfare service resource provided by the education unit the most high; tops halfway to get the welfare service resource aptness cognition to every variety, the teacher thinks the welfare service the resource aptness that the judicial unit provides is the best
3. The junior high school stops halfway to get of teacher the population characteristic is current in"duty do not", "the teaching background" and to each unit of stop halfway to get the welfare service resource cognition contain obvious sex difference, educating the unit its"age""duty do not", "the teaching background" variable to have obvious sex difference among them.
4. The teacher thinks current stop halfway to get the welfare service resource result consciousness judicial unit is most.
5. Stop halfway to get the welfare service to cognize to have just related obvious with the result consciousness.
6. The teacher''s population characteristic"duty do not", "age", "the teaching background" stops halfway to get the welfare service understanding cognition aspect to attain obvious to the county in pedestal, attaining obvious in result consciousness aspect"duty do not", "the teaching background"; with help to look for result effectively the most high, return a school to return to school to reside a time, and the result consciousness and welfare serve to cognize to have just related obvious.
Research result suggestions are as follows: 1) build diversified help to stop halfway to get to complete studies mechanism; 2) integrate each section resource establishment network contact platform; 3) definitely each unit work the job and mission; 4) each the school constitution stops halfway to get individual cases a managing person; 5) enhance the piping of the teacher to stop halfway to get the welfare service resource network cognition; 6) construct general job teacher participate to stop halfway to get guidance to study training.
The follow-up research can extend research object scope also test, enhance the questionnaire content and factor to junior high school teacher completely, increase to set up each unit welfare service to provide mode and adopt quality to turn to study the thorough study influence factor.
