  在環境快速變遷的社會中,越來越多事務是以專案型式存在,尤其對金融資訊軟體服務業來說,更是如此。因此,專案績效的評估也越來越重要。
  專案績效通常還停留在以目標為導向的評估方式-是否如質、如期、如預算,而中間的過程或產出結果卻常忽略。在Kaplan和Norton這二位學者提出平衡計分卡後,的確提供大家一個較為全面的績效評估方式。在此之後,有不少學者以平衡計分卡為主要架構,針對專案制定績效評估的方式,以在個別專案較弱的部分提出改善方向,但卻只能為個別專案提供評估,無法將二個專案放在同一個基準上衡量,實為可惜。故本研究希望能提出專案績效的評估模式,以解決二個以上的專案無法在同一標準比較績效的問題。
  本研究將採用平衡計分卡做為衡量專案績效的主要架構,研究方法為分析層級程序法,並以問卷型式請業界專家填寫,為此架構計算出權重。在權重計算出後,此專案績效評估模式即已建立。使用此評估模式則要給予評估模式中衡量指標的評比,加上衡量指標的相關權重即可以得出各個目標、構面的分數,而計算出各個專案的整體績效評分,進而作為比較二個以上專案績效的基礎。
  There are more and more industries existed in project’s pattern in this high-speed society, and the financial information software service industry is a prominent one. How to estimate the performance of the project would be emphasized graduately
  The purpose-oriented estimation on the project’s performance used to highlight its quality, date and budget but has been ignorantd its course and result. With “Balanced ScoreCard” submitted by Dr. Kaplan and Dr. Norton, this BSC could contribute to provide a basic entire estimative performance model on individual proficiency. Although many scholars are trying to improve BSC to set up an estimative performance model, they merely revise or adjust the frail parts. However, it could not easily compare to more than two projects. In order to solve this condition, the thesis deliberates on whether an estimative performance model could compare to more than two projects at the same measure.
  The thesis will use BSC as the main structure of estimative performance model for offering this method “Analytic Hierarchy Process” in the way of questionnaire to industry specialists who would fill in these forms to calculate related proportion, and then the estimative performance model would be set. When it has been accessed to its score and proportion of estimative index, it could calculate their consequent targets and respective facet scores. Therefore, these data contribute to calculate each project’s overall performance score. As a result, this thesis could establish more convincing foundation to project management on estimative performance model to compare more than two projects at the same measure.
