越來越多軟體和系統開發業者發現,產品要贏得合約商的支持必需兼顧軟體專案管理的流程管理與品質改善,並掌握軟體專案執行所需要的預算控制。本研究主要目的是以軍方軟體專案執行方式與業界軟體專案執行方式進行比較後,選出具有影響軟體專案個案之因素,另外結合1969年至2008年間軟體專案管理方法,對企業在引進新版軟體專案發展上是否有顯著的效益進行探討,並依據個案比較及專家訪談後提出具體建議與作為。
現階段軟體專案管理方法使用標準(Standards)多以美國聯邦政府計畫所使用之標準作為取得買賣雙方共識的重要依據,早期國防部採用的MIL-STD-XXX、DoD-STD-XXX、MIL-HDBK-XXX等標準文件皆依據美國聯邦政府計畫,加以變更適用於台灣軍方使用的軟體專案管理執行方式,現今更發展成為系統或軟體業界最常引用的標準,第一份引用的系統工程MIL-STD-499與軟體工程MIL-STD-1679標準分別於1969與1968年頒佈,另外業界自1993年所引進之SW-CMM( Software Capability Maturity Model)1.1修正版、SECMM、IPD-CMM、P-CMM、SA-CMM及CMMI等不同的模式提供模組化的驗收參考,均源自於標準化的軟體專案管理執行理念;另國際標準如:ISO系列之ISO/IEC-12207與IEEE/EIA-12207也分別於1995年與1998年制定。本論文根據軟體專案個案之專家訪談,蒐集整理具有影響專案流程的標準程序,評估標準化過程相互轉換之可行性及個案中之標準流程轉換所產生之適用性進行探討,論文中依據個案訪談後進行權重賦予,並進行最佳化選擇,根據專家問卷調查發現標準化軟體專案管理,確可增加專案管理績效。
現今軍方使用軟體專案管理方式源自於美國軍事標準MIL-STD-498:Software Development & Documentation(軟體開發和文件檔案製作);它是美國空軍為統一軟體開發所訂定的指導方針及標準,目的在透過體專案管理方法標準(Standards)管理並評估導入相關工作,以掌控軟體專案在新產品發展上努力的方向。本研究針對MIL-STD-498、ISO/IEC-12207及CMMI三種軟體專案管理的標準之基本流程,加以分析並舉出對軟體專案管理具有影響的方法標準,再進一步透過專家訪談修正後,提出不同軟體專案使用最適標準的建議。
本研究所得資訊可作為軍方及企業引進軟體專案管理方法的參考依據,並可作為產業界衡量新軟體產品開發、維護及評量之參考,以進一步提升軟體專案管理績效。
More and more, software and system developers are discovering that their ability to win and perform on contracts is subject to investigations of their processes as well as the quality, cost, or effectiveness of their products. Software projects wishing to remain competitive often want to comply with all possible contractor evaluation criteria, processmodels, and quality standards, but the field is evolving rapidly.
This paper describes the categories of compliance commerical software projects and military standards of important research. Software project management is a tool commonly used by enterprises. The purpose is to integrate resource of organizations, to balance the benefit of stakeholders and meet requirement within limited time. The software project management itself is just a tool.The organization is the master of the tool.The interaction between the characters of organization and project is critical to the success or failure of the enterprises.The paper also discusses trends and recommendations for how to deal with the software project management and economic society. Taiwan how to improve the software projects in the market, the key is to combine both the military standards and the commerical software projects.
In recent decade, global commercial standards is sluggish and shrinkage for their capacity, and they are eagering to expand the overseas market, thus increasing more chances of the standards acquisition to the military. While deployment, it’s important to enhance training, operation and ensure optimal integrated software projects support. Many projects are facing strictly to global competitiveness and it requires all dimensions of customer service, the armament supply is never monopolized and strength to military requirements, changing the military standards in the future. But due to the changing military standards, the defense budgets become tighter, to the issues of standards, defense industry and safety, the project manager would be considered how to use the limited resources, to make the product be cheap, better, fast, smart.
Therefore, the paper of this research is the development of three standards of the software projects that MIL-STD-498, ISO/IEC12207, CMMI. The advanced technology would be selected as research of software projects, we consider resources allocation in all phases, and join the software projects, academic and enterprise to gain more competitive advantages of software projects research, development and manufacturing, then the projects management would be continuously improved and developed.
