任何機會(商機、危機、轉機)的出現都會帶來兩股力量「科技推動」與「市場拉動」,這兩股力量使組織與環境同時產生變化,組織透過創新、策略、經營等過程孕育技術核心,運用這個過程來辨識、選擇、取得、拓展、保護技術(Gregory 1995),專利代表一家公司之技術能力類型與優勢,透過專利分析不僅可瞭解各個企業之技術專長,同時可探究特定產業技術發展之軌跡及企業佈局。研究企業為分析層級,瞭解公司整體技術能力在產業中的地位,比較與技術領先者的差距。

因此本研究以PCA分類法(Lai and Wu ,2005)、專利組合圖(Ernst, 1998)、技術網絡(Yoom and Prak, 2004)對電子安定器(Eletronic Ballast)技術領域之間作一深入的探討,並瞭解該產業主流技術領域之專利組合、專利策略與技術策略之交互關係,以技術管理之觀點,探討廠商的技術活動能力、技術主要發展方向與技術的影響力,以專利組合、技術網絡的觀點,建構專利技術地圖(Phaal ,et al, 2004)探討專利策略與技術策略之間的連結,並解釋產業廠商專利佈局背後所隱含的策略意涵。

比較GE, Nilssen, Osram, Philips等公司的專利組合及技術網絡,配合建構專利技術地圖中所得到的資訊,建立公司專利技術策略組合,最後本研究的推論實證中得到一些重要的管理意涵(1)以技術網絡及細部技術路徑分析專利佈局,可知競爭者是以何種專利佈局方式(2)技術網絡配合專利組合可定位公司之技術策略用於提升公司自身研發能力,無論是後進者或跟隨者,在產業或企業發展過程中,適當取得外部專利,並將之納入本身防禦系統也甚為重要,後進者也會追趕上領先者。透過專利技術地圖的能適時反應產業技術發展及研發能量,使企業連結專利組合到達成技術策略目標。
Anyone chance (business opportunities, crisis, turning point) will bring about the emergence of two forces "Technology push" and "Market pull", these two forces the organization and the environment changes at the same time. Effective technology management requires a number of management processes includes the five processes proposed by Gregory (1995): identification, selection, acquisition, exploitation and protection of technology. Patent on behalf of a company technical ability and advantages of types through patent analysis can not only understand the business of technical expertise, but to explore the development of industry-specific technology and business track layout. Analysis to understand the company''s overall technical ability in the industrial position and compared with the technology gap between the leading.

These study, Patent Co-citation Analysis (Lai and Wu, 2005), Patent portfolios (Ernst, 1998), Technology Network (Yoom and Prak, 2004) on the Electronic Ballast technology between leading an in-depth domain discussion and understanding of the industrial area of the major technology patent portfolio, patent strategy and technology strategy of the interactive relationship between the management of the technology point of view, to explore the activities of manufacturers of technical ability, the main development direction of technology and technology impact on power to patent portfolio, technology networks, point of view, patented technology to build the map (Phaal, et al, 2004) to explore the linking patent strategies and technology strategies.

Comparison of General Electric, Nilssen, Osram, Philips, such as the company''s patent portfolios and technology network, with patented technology to build the map of the information received, the establishment of company patent portfolio strategy, the final conclusion of this study are evidence of some management implications (1) Technology network and the technical details of the layout of the path analysis of the patent, competitors know the layout of what the patent means (2) Network with the patent portfolio may be positioning for the company''s technology strategy to enhance the company''s own R & D capability, whether it is backward or follower in the industry or enterprise development process, appropriate access to external patent, and incorporated into its own defense system is vital for latecomers to catch up on the leader. Patented technology through timely response map Industrial Technology Development and R & D capabilities to enable enterprises to link technology patent portfolio to achieve strategic objectives.
