E-learning is changing the way enterprises gain competitive advantage by helping them to improve human performance. Vietnamese enterprises have to face the problem that e-learning technologies, methods and strategies have mostly been developed for the needs of developed countries’ enterprises and may not transfer to meet the needs of the Vietnamese workforce.
E-learning is considered a key solution to building workforce capabilities, such as the development of career paths and job descriptions and a process for retention and development of the existing workforce (Michael Russell-2008). As the advantages of ICT-based learning are discovered, it is necessary to provide a framework that takes into account these advantages, as well as the limitations, and tries to find effective solutions (Scheuermann & Reich, 2004).
This study focuses on empirical and case studies, reviews some well-known e-learning and e-government projects, and also reviews research on academic papers and articles to find out the best ways to improve e-learning vision, e-learning strategy, and the e-learning model that is used in the Vietnamese workforce.
For enterprises and organizations, e-learning has the potential of contributing to significant gains in worker skills, productivity and performance. e-Learning can also deliver significant cost savings when compared to traditional types of corporate training. Equally important, e-learning can provide access to high-quality training content from countless sources throughout the world. This, in turn, can lead to improvements in individual and organizational performance.
For the Vietnam government, e-learning’s promise rests in its potential as a driver of value-added economic growth. By opening the door to dramatic boosts in business performance, productivity and the number of skilled workers, e-learning can play an essential role in economic development initiatives at all levels. e-Learning can also broaden opportunities for skill development and employment in high-quality jobs for all segments of the population, contributing to income growth and improved lives for Vietnamese, as well as a more informed and contributing citizenry.
