Taiwan's bicycle industry is leading in the world. In the past, the service development of bicycle industry and the situation of bicycle rider are rapidly changing, and accelerating the process of "Taiwan's bike land". Bicycle Services is clearly the production side and consumption side of the most important interface, and hope with the new procedures and design to create new customer value. However, application technology to improve services not only involves the consumer to accept, but also involves in the development process how to induct and converge qualitative data. For example: experience records, the focus forum. In the past, innovation theory stress in service design process, but the lack of a way of visualization and situational analysis tool. Therefore, this study focuses on the Tamsui bicycle rider experience situations. Bicycle rider to explore for the basic information, riding equipment, riding routes, riding motivation, riding environment, and using “Chance discover” with visual development tools. So experts can quickly involve with different bicycle consumption situation, and experts attain bicycle service innovation by bicycle consumption situation through the ICT (Information and Communication Technology) technology. The study by experts recommended by the Forum understand the expert end of the eight bike innovative services, and the bike rider demand-side compared with each other, and find the services recommended by the experts and the actual end of a bike rider needs are different, the changes found the past, experts recommended as the main service, the research methodology of this study will enable future services closer to consumers.
