From 1999 to 2010, Taiwan has experienced over 20 years of hiring foreign labors. This has a profound contribution and influence on the demand of basic labor and high-tech labor resources of Taiwan. According to the labor statistics of Vietnam Ministry of Labor and Taiwan Council of Labor Affairs, there are over 70,000 Vietnamese labors working in Taiwan. There have been many studied about foreign labors in Taiwan but not many of those are about Vietnamese labors. Therefore, basing on the 30-year-labor export of Vietnam (1980-2009) and 25-year-labor recruitment of Taiwan (1985-2010), this study aims at the distribution of labors export in nations of Vietnam and the distribution of labors recruitment in nations of Taiwan; the influence of labor export to Vietnam labor resource and the Vietnam labor matters arising in Taiwan. Referring to the labor ordinance of Vietnam and Taiwan Governments, the proposals for solving these matters above were given to the two governments and labor agencies to protect the rights and benefits for the labors. The study’s result shows that: 1. Labor export distribution in countries of Vietnam: Vietnam labors were exported to the Eastern European countries and to 4 big markets which are Taiwan, Japan, Korea and Malaysia. Of which, the majority of labors were exported to Taiwan accounting for 32.14% of the total. 2. Labor import distribution in countries of Taiwan: From October 1989, Taiwan Government decided to import the foreign labors, initially from Philippine, Thailand, Malaysia, Indonesia. To February 2010, the number of Indonesian labors ranks the first making up 40.26%, followed by Vietnamese labor with 21.79%, Philippine ranks the third with 20.59% and Thailand stands the fourth with 17.36%. Thai labors account for the biggest portion of occupational hazards with 51.86% followed by Vietnam labor with 27.55%. Of which, Vietnam labor get occupational accidents in works such as clipping, cutting, rolling ect. 3. The influence of labor export to domestic labor of Vietnam: Vietnam labor aging under 35 accounts for 72.61% of the total Vietnam labor working in Taiwan at present. However, the unemployment rate was 4.65% in 2009, the rate of job shortage accounts for 5.1% increasing 0.01% and 0.02% respectively compared with that of 2007. Of which, the job shortage of urban area was 2.3% and rural area was 6.1%. Till February 2010, the population of Vietnam is 87 million people but the export labor resource accounts just 0.16% to 0.19% of the total labor resource. According to these figures above, the study show that, the young labors exported to Taiwan have no influence on the domestic labor but partly helps solve the unemployment rate of Vietnam.
