Disposal of unused national real estate is the easiest way to increase revenue, but, is it the only option? The urban development process for Taiwan in the past decades was totally built on the calculation value of real estate, which required continuous removal of the existing and reconstruction, in order to create new volumes and profits; under these values, accumulative culture or history were always disregarded, the situation for public welfare was treated even worse; Reuse has become the main policy for every country of the world, plus disclosures of the idea of environmental symbiosis and sustainable development, the concept of reuse has solemnly become the important development trend for ecological environment protection, energy saving, humanity continuation and local community identity. Under such policy trend and requirements for the Bank of Taiwan to promote its own structure of financial assets, operation and credit ratings, it is important to consider how to make symbiosis between new and old environments for unused real estate, increase revenue and reduce expenditure. Therefore, this research tries to take the “US Army’s Dormitories Section of Bank of Taiwan, in Shan-Tzu-Hou, Yang Min Shan, ” as the subject matter, and spares fifteen sections of five chapters to discuss, accept, face and solve the long-term unused condition, summarized as follows: Chapter I: Introduction. Upon the issues stated above, the writer proposes the motif and objective of this research, defines the research scope and substance, and finally shows the program, method and procedure, then explain the research structure of this article. Chapter II: Literature review and theoretical structure establishment. The writer discusses the relevant literatures of reuse of unused real estate of Bank of Taiwan, sustainable development and environmental symbiosis theories, and establishes theoretical thinking system of “reutilization of unused real estate”, which is based on the “new sustainable development”, through the development structure of transverse space axis of “S.L.H. (here refers to Sky, Land, and Human) environmental symbiosis” and vertical time axis of “the symbiosis between new and old environments”. Chapter III: Survey and analysis on current conditions. The writer makes a basic data survey on the existing cases, uses foregoing theoretical thinking system to propose 96 divergent questions on (in respect to) unused space and land through SWOT, a analytical method, and then makes convergent classification of the questions by developmental and restrictive analyses, sets other subject to operate and study on as contemplated, and following documentation of 36 related topics, continues the structured interview questionnaire and the plan of collecting petitions from the residents’ communities. Chapter IV: Key subjects and countermeasures of reuse. The writer Induces and focus on 8 key subjects through cross comparison between the questionnaires and the petitions on related topics, and proposes the countermeasures and plan of actions for the Bank of Taiwan and public sectors. Chapter V: Conclusion and Recommendation. The zone under research is subject to imbalanced relations between ecology, social integrity, economic benefits, political system, scientific and technical civilization, arts and cultures, so there is no chance for mutual benefit and coexisting development. The problem of vacancy lies in here. Through determination of topics, discussions on the subjects, the recycling countermeasures and plans of actions will help solve the problems in current conditions. The selection of quantitative evaluation indicators for vacant real estate will be considered in following-up researches. The “US Army’s Dormitories Section of Bank of Taiwan, in Shan-Zhai-Hou, Yang Min Shan,” is a byproduct of US-TW joint defense, and typically represents the epochal significance, which is not only the asset of the Bank of Taiwan but also the people of Taiwan, so the Bank of Taiwan shall combine the local natural resources and cultural resources, with a vision to build the “Bank of Taiwan- Dormitories Section of US Army” into a historical featured scenic zone that is well known throughout Taiwan, and positively cooperate with the public sectors to perform the countermeasures and plans of actions of “reuse of unused real estate” in good division of work, which will mitigate the problem and resistance in community development, and help sustainable operation and management.
