本文建立一個內生化的勞動與休閒決策行為納入消費外部性及環境特質的內生成長模型之中,據此探討消費外部性及相關的環境政策對於經濟成長的影響。與既存文獻不同的是,我們假設消費是環境汙染的主要來源。根據這個模型架構,本文的研究可以發現,消費外部性追求的態度愈強烈並不會導致環境品質惡化,但卻會加速經濟成長。然而,政府防治汙染支出也可以有效地改善環境品質並刺激經濟成長,達到雙重分紅。另外,所得稅與消費稅不但無法改善環境品質,同時更會傷害經濟成長。除此之外,本文也討論最適政策及其特性。
Using an endogenous growth model with endogenous leisure-labor choice and pollution externalities (on utility and consumption), this paper tends to examine the relationship between consumption externalities, environmental factor and economic growth. In contrast to the existing literatures, this paper sharpens that consumption is a source of environmental pollution. Working on such a framework, it is found that an increase in consumption externalities and in public abatement expenditure will stimulate steady-state economic growth rate. Moreover, income tax and consumption tax will deter the rate of economic growth.
