誠如2006年諾貝爾和平獎得主尤努斯所言：「貧窮應該屬於博物館，不屬於文明世界」。
貧窮並非與生俱來，應是後天環境所造成，人人生而平等不僅是民主國家的共同真諦，更應是21世紀人類追求的普世價值，惟因出生國度、自然環境的差異與資源多寡，天生肢體的特殊性，及國家政策、治國理念、性別與種族歧視、教育制度的規劃等因素均會產生天生的不平等而導致貧窮，甚至衍生出生、老、病、死的不同待遇。
21世紀的資本主義帶來了人類經濟繁榮與進步，但也產生嚴重的貧富差距M型社會副作用，為了彌補與防制日漸嚴重的貧窮問題，國際間因此共同研討出自由貿易政策加以抵制，雖見措施但M型社會仍於各國延續成形，顯然效果不彰。
聯合國有見於此，特於2000年千禧年宣言中，將消滅貧窮列為四年計畫中的首要目標，期盼能於2015年將每日生活費不到1美元的12億人口減半。
聯合國的千禧年宣言深獲國際的認同與肯定，作者特將美、日、中現行的脫貧政策臚列探討，藉以檢視我國與國際間的落差，其中作者也提列出我國最貧窮縣市之一的雲林縣致貧因素，藉由因素剖析試圖找出原由，提醒我國社福政策規劃者，能將政策面與需求性縝密結合，確實造福真正需要社福協助的邊緣人，早日脫離貧窮的桎梏。

Just as the words said by Yunus, who was the honor of the Nobel Peace Prize of 2006 “Poverty should belong to the museum instead of civilization”.
Poverty is not nature but nurture. The concept that people are born with equal is not only the same idea in democracy countries but also the common values which people in 21th to follow. Only reasons which are inclusive of where to be born in the difference in environment, the amounts of resources, the speciality of body, the policy of the government, the idea of managing the country, the discrimination of sexual and racial, management of gradation institulation would cause original inequality and lead to poverty or even more lead to different situations which are inclusive of living, aging, sickness and death.
The capitalism in 21th brings in the progress and prosperity of economy. But it also caused serious side effect in our society about M-shape curve. To make up and prevent the serious problem day by day, countries in the world discuss the free trade policy to boycott together. The effect is not evident although the methods used because the society about M-shape curve still exists in every country.
For that reason, the VN decided that to stop the poverty is the most import thing in the four-years-plan in 2000 declaration and looked forward to halfing the population which contains 1200 million whose daily consume is not enough to one US dollar before 2015.
The declaration of the VN in 2000 was agreed during countries. I also provided the anti-poverty policy to find the gap between our country and others. And I also provided the element about Yunlin is one of the poorest county on our country. It can remind the planner of society charity of combining the policy and the needs to be beneficial to people who need our help to escape from poverty as soon as they can.
