  本研究之主要目的欲以台灣電力公司(簡稱台電)南投-彰林線路為例,探討超高壓輸電線(high voltage overhead transmission line, HVOTL)對農地價值的影響。超高壓輸電線不但會造成潛在的健康風險,還可能對附近不動產價值有負面的影響。
  現有農地買賣資料不齊全,且本路線仍在施工中,無法以市場資料供本研究分析之用。因此,本文以問卷調查的方式來做評估,資料來源是以非高壓電線下的地主或居民為樣本對象,也包含了家中目前沒有農地的居民,由這次研究計畫的團隊於2011年1月至彰化縣北斗鎮、田尾鄉、田中鎮以及社頭鄉蒐集231筆樣本數。
  本研究基於條件評估法(Contingent Valuation Method, CVM)供問卷設計的依據,然後應用特徵價格模型(Hedonic Price Model)建立計量模型。首先,以Hausman Test檢定模型中的內生變數。接著,在問卷中封閉式條件評估法的部份,採用Heckman兩階段模型來估計超高壓輸電線對農地價值的影響,以得知受訪者對於遠離高壓電線農地的願付溢酬;在問卷中開放式條件評估法的填答部份,亦使用了Tobit模型來估計受訪者對於距離高壓電線較近農地的願付價格(willingness to pay)。
  最後,將計量模型的估計結果作量化,可以得知超高壓輸電線對農地價值的負面影響大約82%。受訪者對於距離高壓電線愈近農地的願付價格愈低,反之亦然,也就是說距離與願付價格存在正向關係。超高壓電線對於農地價值的負面影響會隨著距離增加而逐漸遞減,而到了656公尺之後就會消失。根據本論文的研究結果,可供政府從事國家建設開發案以及台電設置超高壓輸電線作為參考。

The object of this thesis is to conduct a case study on the impacts of the Taipower Company’s Nantou-Changlin high voltage overhead transmission line (HVOTL) on farm land values. These HVOTLs not only increase potential health risks to local residents, but also likely impact negatively the property values nearby HVOTL.
The actural farm land sales data is not complete, and this HVOTL is still under construction. Therefore, we can not use the actural market data for this study. Instead, we used a questionnaire survey to assess the impacts of this HVOTL. Data source was based on a survey conducted by the project team in January, 2011. The targeted population was potential farm land purchasers and they included the landowners whose land was more than 50 meters from the HVOTL or other residents in the area who may or may not currently own farm land. Finally, we collected 231 samples from Beidou Township, Tianwei Township, Tianzhong Township, and Shetou Township in Changhua County.
The contingent valuation method (CVM) was used to design the questionnaire and hedonic price model was used to construct the econometric models. At first, we used Hausman test to check the endogeneity in the model. Then, we used responses to both close-ended and open-ended questions to elicit the willingness to pay (WTP) for the farm land nearby HVOTL. Based on the close-ended question, we estimated Heckman two-step model to assess the impacts and to compute the price premiums. Furthermore, we also applied Tobit model to estimate the WTP from the open-ended questions.
Overall, the impacts of this HVOTL on farm land values are quantitatively estimated. The effect of proximity to HVOTL is a reduction of farm land price about 82%. Respondents’ WTP values would decrease when the farm land is more close to the HVOTL, and the relationship between distance and WTP is positive. All negative effects appear to decrease with distance. Specifically, the negative impacts would disappear at 656 meters. These research results are very useful to the Taipower Company and the government agencies in assessing the economic damages from the construction of HVOTLs in Taiwan.
