電子商務伴隨網際網路的發展，從網路購物的B2C，到商業場合B2B應用，已經成為我們生活的一環。網際網路延伸傳統資訊科技的範疇，不僅連結顧客端與供應端，更間接地造就新一代的電子化企業(e-Business)。網路時代的來臨也強調了企業經營的速度與品質，企業應如何善用資訊科技，來改善工程發包作業，使其能即時提供資訊至整體作業模式中，達到發包效率最大化、工程成本最小化的目標，已是一個不容忽視的課題。
本研究內容是以建造工程範疇的發包作業，來論述工程發包相關問題，並隨著現在網際網路發達，與電子商務的興起，及各種應用平台與設備的發展，工程電子發包應用廣度與深度也隨之提昇，但電子發包相關流程是否有合乎發包基本要求，或有更好績效表現，是本研究要深入了解的問題。
本研究經多方探討新、舊制發包作業之演變與差異，比較其招標作業程序，經比較探討導入工程電子發包作業系統，對其工程作業效益之有諸多優點；並也發現電子發包在實際執行層面流程管控，對於公正公平公開原則，有正面積極之效益；但對電子發包作業績效評量，欠缺分析與評估資料，本研究將提供研究結論，期能提供國內工程發包作業規章與電子化發包實務作業之改進，祈使工程發包作業達到最佳成效，並讓發包選商作業更具公平與客觀。

Following the development of internet and the applications such as B2C (Business to Customer) and B2B (Business to Business), the electronic commerce (E-commerce) has become an important aspect of our life. By extending the range of traditional information technology, the internet not only provides the connection between the customer and the supplier, but also creates a new generation of electronic business (e-Business). The internet era already influences the speed and the quality of enterprise management. It has become a key subject that how a company utilizing information technology to improve the engineering tendering process, to maximize the tendering efficiency by involving instant information into the whole operation process, and to minimize the cost of the project.
From the development of e-commerce and its related platforms and equipment, the engineering e-tendering application becomes more functional and powerful. However, whether the e-tendering procedure follows the basic tendering requirements and gives a better performance or not is an issue. In this research, with the basis of the construction tendering process, we investigate and verify the related issues for e-tendering.
By investigating and comparing the difference between new and old tendering and procedures, we found there are many advantages by introducing engineering e-tendering system. It is also found that the engineering e-tendering is very positive for procedure execution control which keeps the necessity of fairness, justice and openness. However, it is usually lack of analysis and verification information in the engineering e-tendering operation performance assessment. One purpose of this research is to establish related information and provide it for improving the domestic regulations of engineering tendering and the practice of e-tendering operation. It is expected that this research will be helpful for the engineering tendering operation to achieve good performance and to keep fairness and objectivity.
