從管理者的角度來看,專案是否成功是以專案品質、專案進度及專案成本來衡量,因此它們是專案管理的三大重點,但是由於專案品質通常有規格可衡量,所以大多數專案的管理重點就落在進度和成本兩部分。專案的成功關鍵在於專案規劃的是否完善以及執行的是否徹底,專案規劃的完善程度影響專案對未來不確定性的掌握程度,專案執行的徹底程度則是影響專案計畫的落實程度。如果專案規劃十分完善,執行過程對成本和時間又可以控制得宜,那麼專案就可以如期進行和完成。因為專案成員的專業背景都不一樣,人格特質及做事方法和態度都不相同,因此如何在最短的時間內,發揮團隊的力量是專案成功最大的挑戰。專案團隊的運作是由團隊啟動、開始運作到發揮功能,其中包含了組成期、混亂期、規範期、及順暢期。如果進入順暢期之前的時間拖得越長,專案的混亂成本就越高。相反的,但是縮短達到順暢的時間,相對地必須付出更多的管理成本。因此如何在混亂成本及管理成本上取得平衡是專案管理的重要議題。本研究的目的是探討專案運作與成員行為改變的關係,在考慮專案管理變更成本和行為改變成本之下,建立一個專案成本最低化的量化數學模式。
From the manager's point of view, project success relies on good performance of project quality, project schedule and project costs. Since project quality can be easily measured based on specifications, most projects focus on project schedule and project cost. A good project plan and complete implementation is the key to success because a good plan can reduce the future uncertainty, while complete implementation can avoid unnecessary changes. Projects are executed by personnel, characterized by professional background, personality, behaviors and attitudes, how to consolidate project members into a project team within the shortest possible time is the biggest challenge to project success. Project team is developed through a series of processes, including forming, storming, norming and performing.
If it lasts too long for a project team to enter into performing stage, then project storming cost would be much higher than expected. On the other hand, shortening the time to achieve the performing stage, much management cost should be devoted. Therefore, how to balance the storming cost and management cost becomes an important issue for project management. The purpose of this study is to mathematically quantify such relationship.
