臺灣博碩士論文加值系統

技職校院(含科技大學46所、技術學院31所及專科學校15所)已高達92所，其學校數目遠遠超過高教體系之71所。學校數目之增加不斷提高政府之財政負擔，也逐漸降低分配至各層級學校之補助經費。特別是台灣少子女化現象日益嚴重，許多技職校院學校都面臨無法招收足額學生數之窘境，造成學費收入下降，以致於學校在經營管理上更顯捉襟見肘。尤其，圖書館在技職校院中並不是一個能夠為校方謀利的單位，但卻是校內蒐藏教學與研究等相關資料之重鎮，亦是學生閱讀與檢索各類型資源之場所，更是教育部評鑑技職校院時必然審核與評比之單位。因此對於校方分配給圖書館的經費就相當地彌足珍貴，圖書館必須在有限經費下，購置符合全校師生需求之各式館藏與設備。
本論文首先建立圖書館服務績效之評估模式，特別以目前整體圖書館實務經營之環境現況下，考量並評估各圖書館在現有已知數量之各類型館藏基礎下，所投注的成本與人力是否處於最適切且最適量的配置上，其次依據既有的館藏使用量，反思各種不同資料類型館藏之購置數量是否切合時宜且更深入檢視所投入經費之理想調整幅度，務使有限成本發揮最大的效率與效能。其次，對於服務產出構面之四項細目指標，結合保證區域之權重限制概念，希望藉由設限這四種資料類型之權重後，再次評估各圖書館成本效率與服務效能之相對績效。另外，由於現今各種電子資源購置費用相當昂貴，將針對各圖書館電子化業務建構績效之評估模式，當各圖書館在購置成本不易調降下，分析其提供之電子化業務相關之館藏與服務是否配置得宜，且這些是否皆為讀者所需之內容及服務，以檢視各圖書館在電子化業務之績效表現。
雖然各圖書館身處於資源有限的大環境，依然能透過本文之績效評估結果來建立自我特色，並作為館方管理階層調整決策與改善經營方向之參考，以持續強化競爭之優勢！

Vocational schools in Taiwan have reached the total of 100 which is far more than the 63 of higher education system. The increased number of schools continues to enhance the government financial burden and also gradually reduce the grant funds allocated to all level of schools. Particularly the phenomenon of fewer babies born in Taiwan, many vocational schools are facing the dilemma that can not recruit the number of students, resulting in reduction in tuition income and leading to the more difficult operation and management. Especially, libraries are not profit units in vocational schools but the significant site for collecting relevant information toward teaching and researches as well as the place for students to read and search all types of resources and the inevitable unit for technological and vocational school evaluation review by Ministry of Education.
This study first established the evaluation model of library service performance and indicators of service outputs item with the modified model of assurance region. In addition, the evaluation model of e-library affairs cost efficiency and service effectiveness is established and viewed its performance of e-library affairs.
Therefore, although the university libraries are under the resource-limited environment, the characteristics of its can be established by the performance assessment in this study to ensure the library competitive advantage and allow the sustainable operation of the school!
