According to the information providing by the Residual Construction Site Clay Information Service Center from the Construction and Planning Agency Ministry of the Interior (CPAMI) in 2009, there was approximately 2800,000 cubic meter output of the construction site residual clay for buildings and public construction projects in Taichung County and in Taichung City . Also, there is a decreased tendency of output of the construction site residual clay for public construction projects in the half decade in Taichung area. Due to the limitation of manufacturing residual clay in the construction soil resource sites in Taichung city, most of the soil resources were transferred to Taichung county. According to several green-construction relative evaluations, sustainability development has much to do with the reuse of residual clay from construction sites. Therefore, in order to reduce waste of resource and impacts, make sure the sustainability development for out environment, it is important to consider the reuse of residual clay in each stage of construction, especially during the design stage. Although the authority has made relative laws and regulation for the reuse of residual clay, it still has several uncertainties and problems in practice. As a result, it is crucial for the government and the relatives in the construction industry to evaluate how can these resources be managed and reused with efficiency in order to achieve the goal of sustainability development for our environment. The field investigation indicates that most construction soil resource sites have functions of temporary storing, transporting and stacking. On the other hand, there were merely half of the construction soil resource sites have machines for classifying, fragmenting and sifting. However, the output of reusing residual clay is restricted and there are still opportunities for improving the capacity and capability of producing reusing residual clay. Accordingly, how to manage and reuse these resource effectively, save transaction cost from our society and make sure the goal of sustainability development are the common task for the public sector and construction soil resource companies. In this essay, thirteen construction soil resource sites which are current in operating in Taichung area will be discussed as our research samples. With inventory surveys on these sites, it is beneficial for us to understand how these construction soil resource sites established and managed. And further, differences among these sites can be analyzed. Last not the least, the research can be provided as a foundational reference for the government or other relative departments in construction industry for policy-making management.
