一個高度彈性的組織能因應快速變動的需求挑戰，其關鍵就在於人力資源的教育訓練，將員工訓練成為多能工，使員工能擁有多項的技能，達到人力上彈性，進而達成組織整體的彈性。

企業實行教育訓練方式很多，其中離線工作教育訓練使用了有限的資源去進行，訓練期間對於工廠的產能影響最為顯著。因此本研究提出兩階段的訓練流程方法：1. 確認訓練項目：(1) 瓶頸優先學習(2) 教學資源比 (3) 依技能分數比(4) CR關鍵比率；2. 確認訓練人員：依人工比率。配合虛擬製造工廠的模擬，並以績效指標：各產品總產出、平均流程時間作為比較，篩選出最佳的訓練方法。研究的結果顯示，訓練的方法、投料的速度與訂單組合，三者之間交互作用相當明顯，其中在訓練方法為可多站同時進行時，如方法技能分數比(ISC)在總產出的表現最佳。

The key issue for a highly flexible organization that has the ability to cope with challenge from fast changing demands lies in its effective training of human resources. The workers, who will learn multi-level skill through the training program, become versatile human resource and thus achieve the organization flexibility.

There are many ways of training within an organization, off-line training, which uses available resource for teaching, has significant impact to the production capacity during training period. The research developed a set of two-step method to approach the problem. The first step is the identification of the training needed with four different methods: (1) bottleneck queue length (BQL), (2) teaching resources than (TRR) (3) according to skill scores than the (ISC) (4) critical ratio for training (CRT). The next step is to choose the trainee(s) based on the work/worker ratios developed. Finally a simulation was applied to a virtual shop floor and the data of total throughput and mean flow time were collect and analyzed. The results indicate that there are strong interactions among order release, product mix, and training methods; and the ISC method that applies one-to-many, multi-station, concurrent training performs better than the other method in general.
