Deemed as the fifth media after television; radio; print media, and the Internet in the United States, digital electronic bulletin boards have provided unsurpassed convenience and openness. Numerous academic institutions have also gradually adopted campus-wide electronic bulletin board systems to communicate information and to enhance opinion consensuses among members of their institutions. The electronic bulletin board system established in Hsuan Chuang University is one of the few campus systems nation-wide that successfully combines various aspects of television station management and bulletin function. Thus, this study intends to examine the current state of operation at the campus television station Hsuan Chuang Television (HCTV), and to further investigate the viewing patterns of student users through survey questionnaires in order to understand electronic bulletin board users’ motivations and viewing preferences. The finding indicates that among the 111 valid responses, 96 people had watched the content broadcasted by electronic bulletin boards, which contributes to 86.5 % of responses; 8 people (7.2%) had never watched the bulletin boards, and yet, there were 7 people (6.3%) who showed no interest in it. Most viewings took places while respondents waited for elevators or passed by the bulletins. The main motivation of students’ viewing was to kill the time. The percentage of students who would pay full attention to the bulletin board content tends to be low. The results also show that the most favorable content was students’ creative video work, followed by the announcements of campus information. Campus news program was ranked the third. Moreover, as for horizontal scrolling banners and vertical text banners, 84 out of 111 people (75.7%) had noticed both types of banner displays; 57 respondents among them stated they would pay extra attention to the texts in those banners. Important campus-related announcements are the information students desired to obtain the most; ranked second was campus news, and the third are bus timetables. In general, the installation of digital electronic bulletin boards holds an inseparable relation with the operation of HCTV. Based on the research findings, most of the benefits gained from the campus-wide electronic bulletin board system are positive, and have delivered substantial effectiveness. Apart from broadcasting students’ production projects for courses, the student spontaneous organization The Seed Team has also assumed the responsibility of producing weekly campus news program for the TV station. To improve the limited participations by students, integrating various academic courses, such as media management, and video production practicum offered by the Department of Mass Communication, may not only help enhance students’ willingness to participate and learn by doing, but also help encourage students to pay attentions to issues from their surrounding communities. Meanwhile, the operation of electronic bulltetin board systems and HCTV may help students diversify their’ professional capabilities, in both depth and width, for their future careers.
